Lao lawmakers adopt five newly-drafted laws

The 8th-tenure Lao National Assembly (NA) concluded its 5th session on June 28 after 18 days of sitting, adopting five newly-drafted laws.

These five laws concern the provision of vaccinations, resettlement and job creation, public debt management, signage, and federation of war veterans.

The legislature also passed amendments for eight laws which concern officers of the Lao People’s Armed Forces, household registration, banking, value-added tax, Lao Front for National Development, economic disputes, civil aviation, and social insurance.

During the 18-day sitting, the Lao lawmakers also reviewed and approved a number of governmental reports, including those on the implementation of the socio-economic development and budget plans over the first four months of 2018 as well as a work plan for the year’s last six months; the formulation and issuance of sub-law documents; the impacts of the use of hazardous chemical substances that exceed environmental safety standards; a national master plan on land planning by 2030; and petrol pricing structure.

In addition, the session considered and approved the appointment of 11 members of the judge council of the Lao Supreme People’s Court.

At the NA session, the Lao Government has proposed eight core measures to stimulate the country’s economic growth. These measures promote the prevention of inflation and changes to monetary policies; improvement of ease of doing business; settlement of public debts; management of revenue and expenditure; development of small- and medium-sized enterprises; modification of investment mechanism; management of land and revenue from land; and monitoring the rule of law.

The 5th session of the Lao NA began on June 5 under the chair of Chairwoman Pany Yathotou.
