Pursuant to Circular No. 12/2020/TT-BGTVT dated May 29, 2020 of Ministry of Transportation regulating on organization and management of vehicle transportation and road transportation assisting services on August 18, 2020, Binh Duong Provincial People’s Committee issued Decision No. 21/2020/QD-UBND regarding the organization, management, and announcement of parking lots in Binh Duong Province. It is regulated on individuals and organizations in relation to organizations and owners who announced their business of parking services in Binh Duong Province without affecting the cases of internal parking for production and business operations of units, organizations, and individuals, of individual, household and private parking lots not belonging to road infrastructure, to stoppage stations on roads, and to smart and high-rising parking lots.
Accordingly, by general requirements of applying the regulations, the parking lots must be constructed by current applicable laws on managing investments and construction to be conformed with urban construction planning; with land-use planning approved by competent authority; the parking lots must be approved by competent authorities before being put in to use. As for construction works within the parking lots, the areas for business operations should be assured (at least 1,000 square meters) with internal roads, controlling and guarding chambers, fire prevention and fire-fighting equipment, public toilets, security fences, lightings, and information system. Besides the above requirements, the business operation management for the parking lots, notification and announcement of the parking lots are also in details.
Decision No. 21/2020/QD-UBND is valid from September 1, 2020.
