Provincial People's Committee promulgated regulations on decentralization of authority to issue norms for using specialized machines and equipment at agencies, organizations and units under its management in Binh Duong province.
Accordingly, the subjects of application are State agencies, Party organizations, socio-political organizations, which are financially guaranteed by the State budget, public non-business units, Management Boards of projects funded by State budget, relevant agencies, organizations and individuals; except for public non-business units which cover themselves recurrent and investment expenses. For specialized machinery and equipment (except for specialized machinery and equipment in field of health and education) with the purchase price of VND 500 million or more / unit of property, the Chairman of Provincial People's Committee shall issue norms for using specialized machinery and equipment (types and quantities) at agencies, organizations and units on the basis of proposals of provincial Finance Department. For the remaining specialized machines and equipment, heads of agencies, organizations, units and chairmen of People's Committees of districts, towns and city shall base on the needs, functions, tasks and annual budget estimates, promulgate a list of norms (types, quantities) of specialized machinery and equipment used at their agencies, units and all their attached units under their management based on appraisal opinions of financial agencies of the same level.
For specialized machinery and equipment in fields of health, education and training, Director of Department of Health and Director of Department of Education and Training issue a list of norms (type, quantity) for specialized machinery and equipment used at their agencies, units and their attached units under their management on the basis of detailed guidance of Ministry of Health and Ministry of Education and Training.
