Under Decision No. 16/2015/QD-UBND dated April 27, 2015 of Binh Duong Provincial People’s Committee regarding the promulgation of functions, duties, and organization structure of Binh Duong Provincial Department of Natural Resources and Environment (DONRE) and Decision No. 1398/QD-STNMT dated November 16, 2017 of the same department announcing annual events of the department, its Director has announced 10 major events in 2017.

1. Named first in the nation regarding the ratio of applying and developing information technologies in the department; the website of local department exceeds 3 million turns of access; land price is accessible on the website.
2. Business lines and regions of environment pollution and incident risks in the province for preventive measures and orientation of industrial and urban development in the province in 2016-2020 and the next periods; measures are proposed for improvement of environment quality to prevent and response to environmental risks during the process of industrialization and modernization in the province.
3. The ratio of timely processing and issuing certificates of land-use rights and ownership of house(s) and properties on the land has been over 99%. Land registration procedures and issuing of certificates have been concentrated and agreed from provincial levels to the grassroots, ensuring shortened procedure burdens by one-stop shop process with unpunctuality rate down to 0.99%.
4. Inspection and examination of natural resources and environment have been intensified. In 2017, 1,777 units have been inspected and examined, by which 613 cases have been uncovered in terms of occupation being fined at totally VND 35.2 billion. The sudden inspection and examination in the field of cadaster and environment have been intensified to prevent breaches in terms of environment protection, land sales, and State’s land management in the locality.
5. Administrative reforms have been well done. In 2017, Department of Natural and Resources has promoted administrative reforms to gain certain results. Department of Natural Resources and Environment was awarded merit Certificate of Provincial People’s Committee for excellent achievements of constructing friendly authority and office in 2016-2017; the department was among 5 leading departments of the province for administrative reform index; the index of cadaster access was 7th in 63 provinces and cities.
6. Cadaster map measurement of the province has been fulfilled as the basis for rights of local people related to the issuing of land-use right certificates, contributing to the improvement of effect of State’s cadaster management in the province.
7. Being one of localities of soonest dossier submission in terms of adjusting land-use planning until 2020 and in the last term of 2016-2020; land-use is oriented to facilitate land location and limitation of overlapping land-use and waste; land-use planning until 2020 and land-use planning for the last term of 2016-2020 have been adjusted to match the socio-economic orientation of the province in 2016-2020, ensuring the criteria of land-use as changed by regulations of Land Law 2013 and planning for adjusted development of industrial parks.
8. The collectibles related to the sector gained over VND 6,000 billion, exceeding 34% of the estimation, increasing by 41.7% from 2016 and accounting for 19% of total internal collectibles; the collectibles increased in the field of land and resource taxation which has been 1.5 times higher than in 2016. The professional units belonging to the department has rationally make use of public services to gain and exceed the estimation with growth at 12% and more from 2016.
9. Thuan An Wastewater Treatment Plant is inaugurated as part of the project of improving water environment of southern Binh Duong in the second stage, collecting and processing wastewater in Thuan An Town with capacity of 17,000 m3 per day contributing to the collecting and processing of 13% of wastewater volume in the province in a bid to reduce untreated wastewater into Saigon River.
10. Ratio of enterprises certified with fulfillment of environment protection measures servicing the operation of the project has been increased. The department has implemented measures to increase the certified enterprises to change awareness and call for actions of the enterprise community regarding the investment into environment protection constructions after the report of environment impacts is approved.
