The Standing Committee of the provincial Party Committee has concluded that assigning localities to implement "lockdown and freeze" right away in residential areas in 11 wards with a high number of F0 cases.
Accordingly, Thuan An city has 4 wards including Binh Chuan, Thuan Giao, An Phu, Binh Hoa; Tan Uyen town 7 wards including Uyen Hung, Hoi Nghia, Tan Phuoc Khanh, Thai Hoa, Khanh Binh, Tan Vinh Hiep, and Tan Hiep, within 15 days, are to perform rapid screening tests to remove F0 from the community.
The implementation period starts from August 22 according to the principle of "locking down 24 hours a day", not allowing people to leave the homes. During the implementation of the lockdown, only the forces on duty will go out to the street and approach the people. The Standing provincial Party Committee also requested that in 11 wards with "green" houses or locations, localities must have a plan to organize a lock on these points to protect them from the disease.
The health sector will mobilize forces to take samples within 5 days at 11 wards of 2 localities according to the plan of taking samples and scanning many times on the 1st, 3rd, and 5th day. Test results are agreed on the 1st and 3rd day using rapid tests combining RT-PCR and test results on the 5th using RT-PCR to confirm F0 cases. During the implementation period, the health sector and localities jointly organize plan to go to each house to test and vaccinate people for the 11 mentioned-above wards. Specifically, localities will quickly arrange mobile medical stations in 4 wards of Thuan An city and 7 wards of Tan Uyen town to ensure medical examination, treatment and drug supply for people during the implementation of the regulations.
To supplement supporting forces to "red zones"
Defining the task of "locking and freezing" for a period of 15 days at 11 wards requires increasing "reinforcement" of more forces to ensure security and order and provide essential supplies for the people in the "locked up" areas, the Standing provincial Party Committee assignes the provincial Police and the provincial Military Command to coordinate with localities to urgently add more forces to the locality to ensure strict implementation following the regulations on epidemic prevention during the period of "locking and freezing".
In addition, the provincial Military Command organizes and rearranges the isolation and collection areas near the two localities of Thuan An city and Tan Uyen town to promptly provide quick support in receiving and collecting cases of F0 when screening results are available. Urgently, coordination is made to supplement the sampling force in the F0 dissection screening tests. After the screening test results are available, localities quickly transfer the F0 cases to the provincial level for quarantine and treatment, ensuring that the localities' F0 cases have a place for quarantine and treatment.
The Standing provincial Party Committee also requested the provincial Military Command to assume the prime responsibility for and coordinate with the Department of Industry and Trade, Department of Transport, Department of Agriculture and Rural Development and relevant units and mass organizations to have a plan to coordinate, supply goods, meet the daily essential needs of the people, especially the areas where the "lockdown and freeze" are implemented, and support food expenses for people in 11 wards of Thuan An city , Tan Uyen town during the time of being locked down to comply with regulations on Covid-19 epidemic prevention and control.
