Accelerating the removal of substandard houses

Dau Tieng District is actively executing a program aimed at eradicating temporary and dilapidated housing. With strong resolve and the unified support of the entire political framework, the district has harnessed all available resources to accelerate progress in accordance with the established plan, thereby enhancing social security and improving the quality of life for its residents.

Recently, numerous impoverished households, deserving individuals, and other marginalized groups in Dau Tieng district have benefited from the initiative aimed at eradicating temporary and dilapidated housing.

Efforts made to finalize

In recent days, Mrs. Ta Thi En, residing in Tan Thanh hamlet, Minh Tan commune, a household classified as near-poor, experienced a significant transformation as her deteriorating home underwent renovations funded by 50 million VND from socialized sources. The previously dilapidated structure has been upgraded with new tiles, freshly painted walls, a roof replaced with corrugated iron, and the installation of new doors.

In her joy, Mrs. En expressed: “Throughout my life, I never imagined that I would one day reside in a house like this. Previously, during rainy and windy nights, I struggled to sleep. Now that we have a new home, I am so overwhelmed with happiness that I cried. My family is profoundly grateful to the Party, the State, all levels of government, and our benefactors.”

Not only Mrs. En, but numerous impoverished households, distinguished individuals, and disadvantaged residents in Dau Tieng district have also benefited from this program by receiving warm houses. According to the Program Steering Committee, following the peak launch, the communes and towns within the district have concurrently undertaken the construction and renovation of new homes. To date, the entire district has successfully provided support to all 4 meritorious households, achieving 100% of the planned objectives.

For 74 households eligible for new construction and home repairs (31 for new construction and 43 for repairs), the implementation process has progressed to the point where construction has commenced and successfully completed for all 74 eligible houses, achieving 100% of the planned target. The total cost of implementation exceeds 5.2 billion VND, with the province contributing 1 billion 050 million VND, the district mobilizing 1 billion VND, and the communes and towns raising 3 billion 210 million VND.

For 40 households that do not satisfy the land conditions (shared land titles), construction has commenced on 27 out of 40 houses; of these, 9 are newly constructed and 18 have been repaired, achieving 68% of the target. For 56 households lacking land or housing, implementation will occur in phase 2, starting June 30, 2025; upon the completion of district-level activities, the People's Committee and the Steering Committee of the newly merged communes will continue to review and assess each case, while also seeking specific guidance from the Department of Agriculture and Environment to ensure compliance with regulations.

Embodying the ethos of "those who have something to contribute," the residents of Dau Tieng district have collaborated with the local government to successfully fulfill the initiative aimed at eradicating temporary and deteriorating housing within the designated timeframe

Accelerate the advancement

The Steering Committee for the Elimination of Temporary and Dilapidated Houses in Dau Tieng District has reported that the program's implementation has faced several challenges, including land managed by the rubber company, land ineligible for subdivision, and land under dispute. Consequently, establishing procedures to support the construction of new homes and the repair of existing ones for affected households has proven difficult, thereby hindering the progress of efforts to eliminate temporary and dilapidated housing in the district. Currently, the District Steering Committee is actively directing the Steering Committees of communes and towns to expedite the implementation of land procedures and to organize the commencement of construction and repairs for the remaining houses in the area, ensuring that 100% completion is achieved by June 15, 2025.

To ensure the program remains on schedule, the People's Committee of Dau Tieng District has proposed various solutions, including soliciting the cooperation of organizations, individuals, and businesses to contribute additional funds, materials, and labor. This initiative is guided by the principle of "Those who have something to contribute, those who have merits to offer, and those with resources to share—those with more contribute more, and those with less contribute less," aiming to mobilize all available resources for participation. Additionally, the district has instructed the People's Committee of the commune to establish a progress inspection team and assign staff to collaborate with supported households to expedite the commencement and completion of new housing construction, as well as the repair of homes for families with meritorious service to the revolution, impoverished households, near-poor households, and other disadvantaged families in the area.

Mr. Nguyen Thanh Tung, Vice Chairman of the Dau Tieng District People's Committee, stated that the removal of temporary and dilapidated housing has evolved into a significant movement within the district. This commendable and compassionate initiative not only enhances the quality of life for residents but also inspires them to further cultivate the tradition of mutual support and solidarity, thereby strengthening the great national unity bloc. "The local government anticipates that with new housing, individuals will be motivated to boost production, advance their family economies, and work towards stabilizing their lives," remarked Mr. Tung.

The initiative to eradicate temporary and dilapidated housing exemplifies the effective policies of the Party and State in prioritizing the welfare of the populace. With robust involvement from the government at both the district and grassroots levels, alongside community support, the program in Dau Tieng district is bringing joy to hundreds of underprivileged families, providing them with renewed motivation to work towards stabilizing their lives.

Following the assessment of the necessity to eliminate temporary and dilapidated housing in Dau Tieng district, four households of individuals with revolutionary contributions require housing assistance. Among these, one household requires repairs, while three households lack both land and housing. A total of 74 households classified as poor, near-poor, or facing particularly challenging circumstances qualify for support to construct new homes or repair existing ones under the program. Additionally, there are 40 households in similar classifications that are ineligible for land (shared land title). Furthermore, 56 households categorized as poor, near-poor, or facing especially difficult circumstances have neither land nor housing.
