All hospitals must open around 24 hours a day, 7 days a week

Provincial Department of Health has just issued the Official Dispatch No. 1899/SYT-NVY requesting public and non-public medical facilities in the province to open around 24 hours a day 7 days a week.

Under the official dispatch, hospitals must be always ready to receive patients whether or not they are infected with Covid-19; ensure emergency duty in accordance with regulations, in which medical staff wear full protective equipment throughout the shift. They must not require patients to present negative or positive Covid-19 test results for reception. They are all required to reserve at least 40% of their beds to collect and treat Covid-19 patients.

For hospitals that are partially converted to function under the “split hospital” model, they must have emergency rooms for Covid-19 screening. If there are Covid-19 cases identified, they will be transferred to the isolation area for Covid-19 treatment. For patients not being infected with Covid-19, they need to be moved to the treatment area for common diseases.

Whilst, for hospitals that are completely converted into Covid-19 treatment facilities, they must arrange separate emergency rooms for non-Covid-19 patients who come by themselves or ambulances. They are always ready to give emergency care for patients, not to refuse anyone. When the patients’ condition is stable, they will be transferred to hospitals treating common diseases. If the patients are confirmed to have Covid-19, the hospitals must give emergency care for them until they get stability…

General clinics need to further maintain Covid-19 screening, emergency rooms. After giving first aid for patients, they will transfer the patients to suitable hospitals. Provincial Department of Health will post a list of medical facilities on its website at https://soyte. binhduong.gov.vn. Directors of medical facilities in the province need to urgently implement the above contents and take responsibility before the law if patients are refused for examination, emergency and treatment that seriously affect their health.

Inspectors of provincial Department of Health will conduct unscheduled inspection and strictly handle violations if medical facilities fail to implement or do not strictly implement the receipt of emergency examination and timely treatment for patients.
