Binh Duong province has offered multiple measures to resolve policies for laborers and employees to successful enterprises as well as risky enterprises that “disappeared” together with their debts and allowances.

By the end of 2009, about 10 enterprises came into big loss and were unable to pay their employees in Binh Duong province. They tried to espcape, notoriously Hason Company in Tan Dinh, Ben Cat whose General Director and Deputy General Director have exited the country for almost 5 months.
The People’s Committee joined in by sending telegraph No. 251 to South Korea’s General Consulate in Ho Chi Minh City to communicate with investors from Hason Company. Meanwhile, Department of Planning and Investment has estimated that by January 14th, the company was in debt of over VND 1.8bln of social insurance and over VND 1bln of salary to employees.
At one working session, Deputy Chair Nguyen Van Hiep of People’s Committee demanded Department of Planning and Investment to work with Department of Foreign Affairs to contact South Korea’s General Consulate in Ho Chi Minh City to affirm the quitting of the mentioned enterprise owners. Besides, Mr. Nguyen Van Hiep called for support from involved departments to pay the abandoned employees and conduct futher steps.
Vice President of provincial Trade Union Nguyen Van Khuong reported a same situation of Han Viet Co. Ltd. in Hiep Thanh, Thu Dau Mot town. The company came to an end by June 12th, 2009. By the October 2009, some 26 verdicts were submitted to court forcing the company to pay debts of social insurance and layoff allowances to employees. The local authority has sealed all assets of the company to maintain the verdicts. At the same time, JS Vina Co. Ltd. in Tan Hiep, Tan Uyen has been sealed since November 2008 because its owners have abandoned their business. Incombank was in charge of protect the properties within JS Vina Co. Ltd. for later liquidation.
Workers were the affected most by the debts leaving behind. The debts totally included social insurance of VND 4.7bln, salary debts of VND 3.8bln, and other debts of VND 4bln. In response, Binh Duong authority has taken into consideration the Decision No. 30 of the Prime Minister require local leaders to direct functional agencies in indentify and estimate properties left behind to offer pay to workers. Provincial People’s Committee has extracted billions from the budget to help workers extending to the end of March 31st. Binh Duong social insurance also joined in by collecting insurance books from workers to pay abandoned workers across companies of Han Viet Co. Ltd., Hanson Co. Ltd., and Diing Long Co. Ltd.
