Binh Duong has not only fully and promptly implemented provisions of the Ordinance on preferential treatment for individuals with meritorious services to the revolution, but in recent years, it has also introduced various policies aimed at enhancing the material and spiritual well-being of beneficiaries of these policies.

Take good care
In addition to effectively implementing policies for individuals with meritorious services, various units and localities have carried out activities to support housing for these beneficiaries. They have also assisted the children of these individuals in securing employment, pursuing education, accessing healthcare services, and providing health insurance cards and savings books. These practical and meaningful gestures of gratitude have become a cherished tradition among Party committees at all levels, as well as among authorities, socio-political organizations, and community members throughout the province.
Each year, a notable highlight in caring for people with meritorious services occurs during the visits and gift-giving on War Invalids and Martyrs Day (July 27) and the Lunar New Year. On the occasion of Lunar New Year 2025 alone, the whole province organized visits and presented gifts to 63,875 revolutionary veterans, with a total cost of nearly 67 billion VND; visited and presented gifts to 18 units inside and outside the province with a total cost of 220 million VND.
In addition to the budget, the local government effectively engages businesses and philanthropists to support families facing difficult circumstances. For instance, during the Lunar New Year in 2025, the province raised an additional 3.4 billion VND from social contributions, ensuring that many families of this group could enjoy a fulfilling celebration of Tet.
Ms. Hoang Kim Ha, a 25% disabled veteran residing in Quarter 1 of My Phuoc Ward, Ben Cat City, shared, “In recent years, I have had to be hospitalized frequently, which has caused my family many difficulties. At the end of 2024, Ben Cat City built a gratitude house for my family. During Tet, the My Phuoc Ward People's Committee provided various items, including tables, chairs, beds, wardrobes, and essential household goods to support us. The local government's assistance for people with meritorious services is very thoughtful in all aspects.”
Ms. Nguyen Ngoc Hang, Deputy Director of the Provincial Department of Home Affairs, highlighted the Tet support policy for people with meritorious services in the province. She stated that relevant agencies have advised the Provincial People's Committee to submit Resolution No. 23/2024/NQ-HDND to the Provincial People's Council to outline beneficiaries and levels of support provided during the Lunar New Year and the anniversary of War Invalids and Martyrs Day (July 27) each year for individuals and units in the area. This policy aims to establish a stable and long-term support system for those receiving Tet care and for the July 27 holiday, thereby improving the living standards of individuals with meritorious services and families benefiting from these policies in the future.
Many support policies
Along with effectively implementing preferential regulations for individuals with meritorious services, Binh Duong has also developed its own policies to support this group in recent years, such as: Provincial People's Council issued Resolution No. 17/2020 increasing the support level for building new gratitude houses from 80 million VND to 100 million VND/house; repairing from 40 million VND to 50 million VND/house; building new houses on weak grounds will receive additional support of 20 million VND/house.
The province provides additional monthly support to individuals with meritorious services, offering amounts that are 15-30% higher than government regulations. In 2018, the Provincial People's Council passed Resolutions No. 08 and No. 09, which established a framework for this support. Currently, approximately 8,000 employees in the province benefit from this additional monthly assistance, with a total budget exceeding 3 billion VND per month. Additionally, the province offers funeral support for certain policy beneficiaries, with support levels ranging from 20 to 30 million VND.
In addition to implementing the state's general policies, localities within the province are actively taking practical steps to support and care for the lives of policy families with policies and those who have rendered meritorious services. For instance, in Thu Dau Mot City, relevant units have recently collaborated to provide essential items to underprivileged policy families. As a result, many families feel delighted and secure, enabling them to focus on their businesses and stabilize their lives.
To take care of policy families and people with meritorious services, many units also coordinate with businesses, philanthropists and local authorities to give away thousands of health insurance cards and take beneficiaries for free medical examination and treatment. The support for employment and loans for family income improvement is also carried out consistently by localities.
Thanks to the diligent efforts of provincial authorities, 99.88% of individuals recognized for their meritorious services in the province enjoy an average standard of living or better compared to their residential area. Among these, there are 1,193 households classified as well-off, 2,212 as good households, and 2,180 as having an average standard of living. Additionally, 100% of communes, wards, and towns uphold their status as places that excel in social security work for people with meritorious services and policy families.
According to statistics, the entire province has more than 64,000 individuals recognized and granted preferential status for their meritorious services. This includes 16,858 martyrs, 6,236 injured and sick soldiers of all ranks, and 2,219 heroic Vietnamese mothers (currently, 22 of these mothers are still alive); over 38,800 people with meritorious services who contributed to the revolution, participated in resistance activities, or were affected by toxic chemicals. |
