Binh Duong actively undertakes the task of organizing and optimizing the commune-level government structure 

Yesterday morning, March 28, the Provincial Party Committee convened a conference to disseminate and promote new documents from both the Central Committee and the province regarding the reorganization of the political system's apparatus. The conference was streamed online to 110 locations across districts, cities, communes, wards, and towns within the province, attracting over 10,000 cadres, party members, civil servants, and public employees. Comrade Nguyen Van Loi, a member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, along with Comrade Nguyen Minh Thuy, Standing Member and Head of the Provincial Party Committee's Organization Committee, presided over the conference.

The entire province recomprises 27 commune-level administrative units 

At the conference, representatives of the Provincial Party Committee's Organizing Committee disseminated and comprehensively understood Official Dispatch No. 43-CV/BCĐ from the Central Steering Committee regarding the ongoing reorganization of the political system's apparatus, as well as the draft plan from the Provincial Party Committee's Standing Committee to implement Official Dispatch No. 43-CV/BCĐ, which summarizes Resolution 18-NQ/TW. Concurrently, Comrade Nguyen Minh Thuy, a member of the Standing Committee and Head of the Provincial Party Committee's Organizing Committee, thoroughly reviewed the essential elements of the draft project aimed at reorganizing and merging provincial-level administrative units, eliminating district-level organization, and consolidating at the commune level (including specific functions, tasks, organizational structure, payroll; Party organization; office and public housing; asset management, headquarters, etc.), while also streamlining the Vietnam Fatherland Front, socio-political organizations, and mass organizations as designated by the Party and the State.

Currently, Binh Duong comprises nine district-level administrative units (five cities and four districts) and 91 commune-level administrative units (39 communes, 47 wards, and five towns). Following the proposed reorganization of commune-level administrative units, the province is anticipated to have 27 such units, resulting in a reduction of 64 units and achieving a consolidation rate of 70.33%. Specifically, Thu Dau Mot City will consolidate 14 wards into three wards; Di An City will merge eight wards into two wards; Thuan An City will combine eight wards and one commune into two wards; Tan Uyen City will integrate two communes and ten wards into four wards; Ben Cat City will amalgamate one commune and seven wards into four wards; Dau Tieng District will merge one town and 12 communes into four communes; Phu Giao District will consolidate one town and ten communes into three communes; Bau Bang District will combine one town and six communes into two communes; and Bac Tan Uyen District will merge two towns and eight communes into three communes.

It is anticipated that the organizational structure at each commune level will comprise 80 to 82 positions. Specifically, the Party bloc intends to establish 20 positions, which will include the Standing Party Committee, Office, Party Building Committee, and Inspection Committee. The grassroots government organization encompasses the People's Council and the People's Committee; within this framework, the People's Council will have a Chairman (who may concurrently serve as the Secretary or Deputy Secretary), a Vice Chairman, and two specialized committees (the Economic-Social Committee and the Legal Committee). The People's Committee will consist of a Chairman, a Vice Chairman, and is expected to include at least four specialized departments (the Economic Department, the General-Justice Department, the Cultural-Social Department, and the Public Administration Service Center). The Fatherland Front bloc plans to establish 10 to 12 positions.

According to the draft directive amending Directive 35 of the Politburo regarding Party congresses at all levels, the anticipated structure and composition of the Executive Committee, Standing Committee, and Standing Committee of the commune-level Party Committee are as follows: The Standing Committee of the Party Committee comprises a Secretary, a Deputy Secretary of the Party Committee, and a Deputy Secretary who also serves as the Chairman of the People's Committee; 33 members of the Executive Committee; and no more than 11 members of the Standing Committee of the Party Committee.

For prosperity and development 

In order to fully understand the objectives and requirements of the conference, Comrade Nguyen Van Loi, a member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, stated that the implementation of the two-tier local government model guarantees streamlining, efficiency, and effectiveness. This approach aims to eliminate overlapping functions and tasks, delineate areas and fields, and reduce cumbersome intermediate organizations, thereby ensuring smooth, effective, and efficient operations. Furthermore, it enhances the leadership and governance role of the Party, aligning with the demands of tasks in the new era.

Mr. Nguyen Van Loi underscored that, with a sense of urgency and seriousness, the Steering Committee and the Standing Committee of the Provincial Party Committee reviewed the report and provided feedback on the draft project aimed at streamlining the administrative apparatus at the commune level. It is imperative that preparations are finalized by May 15 to implement the directives from the Central, enabling the commune level to commence operations after June 30. Mr. Nguyen Van Loi urged the delegates present at the conference to concentrate on studying and assimilating the conclusions, directive documents, and implementation plans from both the Central and the Provincial Party Committee. This foundation will facilitate a comprehensive understanding and successful deployment within their respective units and localities. This initiative represents a transformative step towards the prosperous development of both the locality and the nation; therefore, cadres, party members, civil servants, public employees, and workers must prioritize the collective interest over individual gains, effectively advancing the revolution in the streamlining of the political system's apparatus.

In his closing remarks at the conference, Comrade Nguyen Van Loi acknowledged the contributions of the delegates to the draft project. He also urged Party committees and authorities at all levels within the province to convene meetings to gather feedback at each tier for reporting to the provincial leadership. Notably, the Public Opinion Group was tasked with promptly initiating propaganda efforts, facilitating discussions on Binh Duong Newspaper and Binh Duong Radio and Television Station, and broadly soliciting opinions from diverse sectors of society. Additionally, meetings with retired officials were organized to report on the current situation and gather insights, thereby fostering consensus for the effective and successful implementation of the policy regarding the reorganization of the political system's apparatus.

Concurrently, the Provincial Party Committee Office, the Standing Committee of the Steering Committee, and Party committees at all levels undertook surveys to document the aspirations of cadres, party members, civil servants, public employees, and workers, particularly those encountering challenges related to housing and job transitions. This initiative aims to implement timely care and support measures in the spirit of "no one is left behind."
