Binh Duong enhances the Index of Public Satisfaction 

According to the recently announced results from the Ministry of Home Affairs, the People's Satisfaction Index for State Administrative Services in 2024 (SIPAS) for Binh Duong province achieved a ranking of 7th out of 63 provinces and cities nationwide, with a score of 87.80 out of 100 points. Additionally, the Administrative Reform Index (PAR Index) for Binh Duong province in 2024 placed it 23rd out of 63 provinces and cities, with a score of 89.13 out of 100 points. This marks the second consecutive occasion that all 63 localities have attained an administrative reform index exceeding 80 points, demonstrating the commitment of provinces and cities to enhancing administrative services.

Objective feedbacks 

2024 marks the thirteenth year in which the Ministry of Home Affairs has conducted the assessment and determination of the administrative reform index for provinces and cities. The Ministry has approved a revised set of assessment criteria to amend, supplement, and update the evaluation methods, ensuring they align with current realities and facilitate the successful implementation of the administrative reform objectives and tasks assigned by the Government in Resolution 76/NQ-CP. The provincial administrative reform index encompasses eight assessment areas, 38 criteria, and 88 component criteria; the total assessment score is 100 points, with 68 points allocated to evaluating the outcomes of administrative reform and the achievement of socio-economic development targets (SEDP), while 32 points assess the impact of administrative reform through sociological surveys (SHS).

Minister of Home Affairs Pham Thi Thanh Tra announced that to establish the 2024 administrative reform index, the Ministry of Home Affairs conducted a survey encompassing over 85,600 responses. Among these, 36,525 responses were gathered from the public to assess satisfaction, while 49,159 electronic responses targeted officials, civil servants, and leaders across ministries, localities, associations, and unions. These two essential tools facilitate a comprehensive, objective, and multi-dimensional evaluation of the results and impacts of administrative reform, enabling localities to analyze, compare, and distinctly identify both the strengths and weaknesses in each aspect and task of administrative reform. This process aims to implement measures that enhance the effectiveness of administrative reform and improve the quality of service provided to the public.

Excellent effort 

In 2024, Binh Duong will exert significant efforts to enhance the public satisfaction index regarding the services provided by State administrative agencies, as well as the administrative reform index. In 2023, Binh Duong's administrative reform index stood at 87.64 out of 100 points, placing it 24th among 63 provinces and cities. In 2024, this index improved to 87.80 out of 100 points, elevating its rank to 23rd among 63 provinces and cities, reflecting a modest increase in points and underscoring the commitment to a service-oriented administration.

In 2024, the entire province undertook a comprehensive and systematic reform of its organizational structure, yielding numerous significant outcomes. The advancement of e-government and digital governance remained a notable achievement for the province, with ongoing enhancements to the legal frameworks. The development of applications and databases was robust, with data being regularly updated, interconnected, and shared, thereby increasingly facilitating the leadership and directives of the Provincial People's Committee and localities. Through the evaluation and ranking of the administrative reform index in 2024, Binh Duong has the opportunity to conduct research and data analysis, clearly identifying shortcomings, limitations, and underlying causes. This process will enable the promulgation and implementation of targeted solutions and corrective measures for each specific issue and task, thereby fostering administrative reform, enhancing the effectiveness and efficiency of state management across various sectors, and improving the quality of services provided to citizens and businesses in 2025 and beyond.

In 2024, the Provincial People's Committee mandated the digitization of records and outcomes related to administrative procedure settlements, integrating data from various agencies and units into the provincial data warehouse to facilitate sharing among entities involved in administrative procedure management and resolution activities. Additionally, the Committee will organize digital transformation training for officials, civil servants, public employees, and community digital technology groups. The Provincial People's Committee remains committed to enhancing the one-stop mechanism at all levels, improving the operational efficiency of the Provincial Public Administration Center, and establishing it as a pilot model for the nation in a modern and professional manner. Emphasis will be placed on investing in facilities and equipment to ensure a satisfactory experience for citizens during their visits. Furthermore, attention will be given to the arrangement, training, and development of expertise, communication skills, professional conduct, sense of responsibility, and service orientation, alongside policies to support, motivate, and reward staff working in one-stop-shop departments at all levels.

In the administrative reform index released in 2024, the Provincial People's Committee urged the leaders of agencies, units, and localities to enhance their efforts in reviewing, analyzing, evaluating, and deriving insights from the implementation process and outcomes of the administrative reform index for that year. They are to leverage the advantages and leadership roles in the reform of administrative procedures, particularly in managing these procedures on a digital platform, thereby contributing to the effective execution of Index 766 in conjunction with digital transformation and brand identity, with the objective of "Administrative service, user-centered."
