The Ministry of Home Affairs recently announced the results of the Public Administration Reform Index 2013 (PAR INDEX 2013) at ministerial and provincial level.
The open administration area creates many conveniences for people and enterprises.
Accordingly, Binh Duong ranked third at provincial level, reaching 86.86%. Compared with 2012, Binh Duong’s Public Administration Reform Index exceeded 8 levels, of which many criteria won high marks, especially criteria of management and indication of administration reform.
Many criteria reaching high marks
The Public Administration Reform Index is based on 8 areas, equivalent to 8 component indexes, 34 criteria and 104 component criteria. Compared with 2012, many administration reform areas of Binh Duong province gained big improvements. According to the Ministry of Home Affairs’ assessment, the province’s 8 areas obtained high marks. Specifically, indication and management of administration reform won 8.5 out of 9 points; building and implementation of legal documents reached 6.5/7 points; administration reform 9.75/10; the State administration apparatus reform 6.5/6.5 marks; financial renovation for public administration agencies 3/3; one-door structure implementation 7.5/7.5; administration modernization 6/8.5; building and improving quality of cadre, public servant staff 6.75/10.5.
As for building and improving quality of cadre, public servant and employee staff, 63 provinces and cities reached low marks.
Meanwhile, the work on indication and management of administration reform is one of bright characters of Binh Duong province. Over the past years, the provincial leaders always steer tasks of administration reform and allocate expenses to launch missions.
In this work, the provincial administration has many initiatives on launching tasks of administration reform. The provincial People’s Committee issued the Decision No.2239/QD-UBND dated Sept. 13, 2013 on ratifying one-door project of receiving and solving dossiers at the provincial integrated administration center. Accordingly, the provincial administration focuses on receiving and solving dossiers relating to 20/20 departments, agencies, sectors and all administration procedures in line with the project 30.
As for implementing administration reform task, Binh Duong was assessed as an excellent locality of issuing plans of administration procedures. For administration modernization, Binh Duong has 21/22 provincial level agencies, 7/7 district level agencies launching management software of documents. Therefore, rate of provincial level specialized agencies and district level administration units using LAN network also reaches 100%.
Premises for socio-economic development
The administration reform index is a useful tool in managing overall program of administration reform. It helps assess exactly the work on indication and management and launching of implementing administration reform as well as reflects the done results of administration reform of ministers, agencies and localities.
Well implementation of administration reform facilitates people’s transaction.
Realizing this issue, Binh Duong has gradually perfected program of overall reform. The open administration area and the integrated administration center are breakthroughs and important premises in spurring further administration reform, especially implementing administration procedures relating to areas of land, natural resources, environment, construction, business registration and more.
In the recent meeting, the provincial People’s Committee chairman Le Thanh Cung said that administration reform index is one of foundations for Binh Duong to improve the provincial competitive capacity index. He also noted that departments, agencies, localities should pay attention to the work on cadre management, especially cadres who often meet people and enterprises.
Possibly speaking, with the third position in 2013 on administration reform index, the provincial administration reform was highly appreciated by the central, people and enterprises. This is also an evidence for efficiency of synchronous indication of administration reform from sectors, localities. Promoting this result, the local work on administration reform will continue to be improved in a bid to create a clean, transparent and attractive investment environment, well catering for people and enterprises in the coming time.
