Binh Duong is determined to well realize national health criteria

The set of national health criteria is one of the "guidelines" for grassroots healthcare to well implement the task of taking care of people's health. Under the roadmap to build communes that meet the national health criteria by 2030, Binh Duong has paid attention to investing in building material facilities, medical equipment and training to improve capacity for grassroots medical staff... Since then, this work has met the task of primary health care for the people and contributed to reducing the burden on higher-level healthcare.

Determined for implementation

Currently, the successful implementation and completion of the National Criteria for Communal Health by 2030 is important in improving the efficiency and capacity of the grassroots health system. Initially, the implementation of the 10 criteria in the province's national criteria set has still had many difficulties and the biggest difficulty is that some medical stations were not qualified to develop standards together with the shortage of doctors at health stations. However, members of the Steering Committee for the development of a set of national health criteria regularly go to communes to monitor and check the implementation of the set of criteria in order to grasp and know which criteria are missing and find ways to fix them, ensuring that the construction process is carried out on schedule.

Provincial health sector checks communes meeting the National Criteria for Communal Health by 2030 in Thuan An city

Doctor Huynh Minh Chin, Deputy Director of provincial Department of Health said that the whole province currently has 91 medical stations in communes, wards and towns. In order to improve quality and meet the standards of the National Criteria for Communal Health, the health sector has focused on propagandizing, mobilizing State resources and socializing investment in material facilities and equipment at the grassroots level. The sector has paid special attention to training and arranging human resources to ensure strategic staffing under the job positions; set up a plan to ensure that there are doctors working regularly and periodically at health stations. The sector has also advised the People's Committees at all levels on prioritizing resources, investing in the construction of auxiliary works and rearranging functional rooms of medical stations under the regulations, ensuring medical examination and treatment activities to serve the people.

 

Nguyen Thanh Tung, Vice-Chairman of Dau Tieng district’s People's Committee said: "With the goal of striving to achieve national standards in healthcare, Dau Tieng district’s People's Committee has directed the district’s Medical Center to continue supporting communes and towns to complete the roadmap of 10 criteria in the National Health Criteria Set. Particularly, the district’s People's Committee is interested in investing in building facilities, medical examination and treatment equipment, a contingent of medical staff and doctors with professional qualifications and skills, applying new treatment methods into treating diseases, focusing on primary healthcare for the people".

Guideline for grassroots medical operations

The province's health sector is conducting an inspection of communes reaching the national set of criteria for communal health by 2030. Doctor Huynh Minh Chin emphasized: "The set of national health criteria is one of the guidelines so that grassroots healthcare can well carry out the task of taking care of people's health. The health stations graded by themselves under the scale of the criteria set, then provincial Department of Health established inspection teams with full members under the the instructions of the Ministry of Health’s Decision No. 1300/QDBYT to have a comprehensive and objective assessment. The new set of criteria is very clear and specific, so scoring is very convenient. But, many small criteria are combined into a large list of criteria, so if this big criterion is not met, points will be heavily deducted. The criteria that are most likely to have points deducted for medical stations are traditional medicine examination-treatment and functional rehabilitation.

The Ministry of Health has issued the Decision No. 1300/QD-BYT on promulgating a set of national criteria for communal health by 2030. These are the basic requirements for communal health by 2030. Every year, communes evaluate 10 national criteria for communal health. To be recognized as meeting national health criteria, communes must achieve 80 points or more for a period of 3 years. If they do not meet the following years, the recognized title must be withdrawn.

Communes are required to fully meet requirements, including achieving 80% of the total scores or above with the score in each criterion that must reach 50% of the score of that criterion or more and without failing points. There are cases where the criteria in this set of criteria have been met, but regulations and standards in some other regulations issued by the Ministry of Health, other ministries and sectord have not yet been met, so they must further strive to meet requirements and standards. Evaluation criteria are based on current regulations, but when those regulations change, evaluation criteria must change.

To accelerate the roadmap to build communes that meet national health criteria, provincial health sector has coordinated with sectors and organizations at all levels to well realize propaganda and education on healthcare. The sector has directly worked with 9 medical centers of districts, towns and cities to review obstacles during the implementation process to find solutions…
