Binh Duong maximizes resources for housing development

In order to continue develop the achieved results, to meet the housing demand of the people, especially the workforce coming from other localities to work in Binh Duong, the Provincial People's Committee has approved Housing Development Program in Binh Duong province 2021-2030. The implementation of this project also contributes to urban decoration and development, towards a smart city in the future.

Individual houses and high-rise apartments in Di An urban area are getting more complete and meet people's needs.

Meet people's needs

By the end of 2021, the total floor area of houses in Binh Duong province reached more than 81,000m2, equivalent to 922,194 units, of which the urban area had nearly 69,000m2 of floor space with 793,521 units, the rural area had more than 12,000m2 of floors with 128,674 units.

The average housing area per capita in the whole province is 30.3m2 per person, of which 30.35m2 in urban areas and 30.03m2 in rural areas. Floor area per capita is quite uniform in urban and rural areas. As of 2021, permanent and semi-permanent housing reached 99.79%, non-permanent and simple housing 0.22%. The percentage of permanent and semi-permanent housing in the province reached a high rate, showing that people in recent years have been interested in and investing in building and renovating houses.

Vo Hoang Ngan, Director of Provincial Department of Construction, said: “The results of the housing development program over the years have helped the local housing development to have a clear orientation, bring many benefits to the people; maximize resources of all economic sectors for housing development, and at the same time create favorable conditions for the development of production and business of building materials, meeting the people’s housing needs, especially disadvantaged groups, social policy beneficiaries that have housing difficulties in urban and rural areas, ensuring that it is consistent with the province's socio-economic development goals.

To improve quality

Vo Hoang Ngan, Director of Department of Construction, said Binh Duong has approved the Housing Development Program for the 2021-2030 period with the goal of meeting people's demand for new construction and housing renovation, ensuring quality according to regional standards and regulations; at the same time, improve the quality of existing houses by encouraging the application of regulations, standards, and planning when renovating and rebuilding individual houses, households, renovating and rebuilding apartments according to synchronous, modern projects.

Binh Duong has set a target that by 2025, the province will raise the quality of permanent housing to 99.9% (of which 100% in urban areas, 99.8% in rural areas), there will be no simple houses left. By 2030, the province strives to raise the quality of permanent housing to 100% (remove temporary houses and simple houses in the province), no more simple houses; 90% of houses in the province have synchronous electricity supply, water supply, and wastewater drainage systems, and are connected to technical infrastructure system.

In order to fulfill the targets of the housing development program, the province has proposed many solutions. In particular, it is necessary to perfect institutions and policies, review and propose the promulgation of preferential mechanisms in the province in order to attract investment, mobilize resources for housing development, urban infrastructure, focus on socializing construction investment in the area.

In particular, the province pays attention to the land fund and housing fund to arrange resettlement and be active in compensation and site clearance to implement investment projects for infrastructure development, urban upgrading, and other key projects in the area. In the urban planning process, the province will adjust, re-plan, and rebuild existing residential areas by reducing concentration, combining modern high-rise housing models, ensuring synchronous infrastructure, or plan to renovate and upgrade existing residential area infrastructure. Prioritize the implementation of high-rise apartment projects at locations with convenient access to major public transport axes.

In addition, the province has strengthened inspection, examination, detection, and strictly handled violations of housing law, improved management quality in order to reduce disputes, complaints, and stabilize social security and order in apartment buildings. Besides, the province strengthens the dissemination and propagation of law on housing, decrees, and guiding circulars of the Ministry of Construction.

The goal is that by 2025, the total housing area of the province will be 102,694,083m2 of floor, by 2030 it will be 147,770,112m2 of floor. Period 2021-2025: Develop an additional 16,424,360m2 of commercial, urban, and residential floors, equivalent to about 104,053 houses; develop an additional 1,890,000m2 of social housing floor, equivalent to about 42,000 apartments; developed an additional 963,223m2 of residential floor for resettlement, equivalent to about 4,913 houses; encourage people to build and renovate their own houses, strive to increase 6,000,000m2 of floor space in 2021-2025, equivalent to about 40,000 apartments.
