Duong has so far absorbed hundreds of thousands of laborers. Realizing that
taking good care of laborers’ material and spiritual lives will be a
springboard to regenerate their working strength as well as increasing their
creative ability, provincial People’s Committee has instructed the local authorities
and sectors at all levels to pay attention to improving their lives. Developing
hi-quality human resources is also seen as one of the province’s top priorities
at present.

Taking care of laborers’ lives
Currently, Binh Duong is home to 28 industrial parks (Ips) and 8 industrial compounds with more than 744,000 laborers, including 628,000 immigrant ones.
Most laborers in the province have got stable jobs with the average income of between VND3mln and VND4mln per person per month. But, their lives have been hit by price escalation. Before the situation, Binh Duong has instructed the local authorities and sectors at all levels to pay more attention to laborers, helping them keep their mind on work. Particularly, the province’s social housing projects have partially solved laborers’ difficulties in terms of accommodation. The local Trade Unions at all levels have also supported needy laborers, helping them stabilize their lives.

Binh Duong has also attached special importance to improving laborers’ spiritual life. Many cultural and sports activities were organized during the Workers Month 2014. Particularly, Di An town’s Labor Union cooperated with the town’s Center for Culture, Information and Sports to organize the fifth Di An mini-football tournament for male and female employees.
The Trade Union of Ben Cat district-based Ips also kicked off the first Ben Cat Elegant Youth Contest with the participation of 60 candidates representing companies under the Trade Union. The Trade Union is also preparing to consider and sort out outstanding workers for honoring in late May 2014 while instructing companies to attend the seventh My Phuoc IP Sports Festival.
Developing hi-quality human resources
Along with taking care of laborers’ lives, Binh Duong has attached special importance to training hi-quality human resources. This has helped the province to take initiative in speeding up the local growth and improving laborers’ lives.
The province has also focused on carrying out its policy of absorbing hi-tech projects with great capital. In terms of foreign investment, the province has so far lured more than 2,000 FDI projects with a total investment capital of nearly US$20bln. The province now also has a great demand for hi-quality human resources at industries’ requirements.
To redress the shortage of highly skilled human resources, according to many enterprises, Binh Duong needs to deliberate about the interrelation between existing workforce and occupational development plan. The province’s vocational training programs also need to be line with enterprises’ requirements. Moreover, enterprises need to actively innovate production technologies for better development.
Provincial People’s Committee is deliberating on the province’s human resource development plan in the 2011 and 2020 period. Accordingly, the province will strive to reach 70% of laborers trained, 60% of laborers with vocational training by 2015. There will be 80% of laborers trained and 70% of laborers with vocational training by 2020. On average, around 54,000 laborers will be provided jobs a year in the 2011 and 2015 period and the figure will be around 55,000 a year between 2016 and 2020.
According to provincial People’s Committee Vice-Chairman Tran Thanh Liem, Binh Duong is absorbing FDI projects, so the province needs a large number of laborers. Supplying hi-quality human resources for province-based enterprises will contribute to promoting the local industrial development. Hence, Binh Duong will create favorable conditions for organizations and individuals with the demand of opening vocational training facilities. The province will consider vocational training at schools and centers to have skills in line with the local development demand.
To Pham Thi Hai Chuyen, Minister of Labor, War Invalids and Social Affairs, industrial manufacture accounts for 60% of Binh Duong’s economic structure, so the province needs to pay attention to improving the quality of human resources.
