Provincial Department of Planning and Investment estimates total investment in capital construction in 2015 at VND5,000bln. At the 73rd PPC session, PPC Chairman Le Thanh Cung directed to prioritize capital allocation for healthcare and educational projects in 2015.
Good management of funds
According to provincial Department f Planning and Investment’s Deputy Director Phu Huu Minh, up to 30th Oct 2014, total capital construction value was VND4,538.195bln, achieving 100.8% annual target; acceptance value was VND3,948bln, achieving 87.8% target; allocation value was VND3,349.110bln, achieving 74.4% target. It is expected that total capital construction value up to 31st Dec 2014 would be VND5,676.528bln, achieving 126.1% target.

Regarding capital construction investment for 2015, Mr. Minh said, the department will continue to implement provisions of Directive No. 1792/CT-TTg dated 15th Oct 2011, Directive No. 27/CT-TTg dated 10th Oct 2012, Directive No. 09/CT-TTg dated 24th May 2013, and Directive No. 14/CT-TTg dated 28th Jun 2013 of the Prime Minister in terms of strengthening investment management and handling of construction debt from State budget, Government bonds.
Accordingly, total investment in capital construction for 2015 will be VND5,000bln, including VND3,000bln managed by the provincial government, and VND2,000bln managed by provincial localities.
According to direction of PPC Chairman Le Thanh Cung at the 73rd PPC session, in 2015, the province will prioritize capital allocation for healthcare and educational projects. Some projects that will be strongly invested in 2015 are provincial Integrated Political Administrative Center with VND300bln, provincial General hospital with VND200bln (lottery fund), Ba Bo canal with VND100bln…
Pledging to achieve budget targets
According to provincial Department of Finance’s Director Pham Van Hao, regarding budget estimation in 2014, total State budget receipts achieved VND32,000bln, accomplishing 102% target set by the Prime Minister and provincial People’s Council, increasing by 8% compared to last year. Total budget disbursement was estimated at VND11,500bln, achieving 123% Prime Minister target and 100% provincial People’s Council, increasing by 10% compared to the last year.
Total budget receipts comprised VND22,500bln from domestic production, achieving 109% Prime Minister target and 100% provincial People’s Council target, increasing by 15% compared to the last year; VND9,500bln from import and export, achieving 88% Prime Minister target and 106% provincial People’s Council target, equivalent to 95% compared to the last year.
According to Mr. Hao, the economy in 2015 is forecasted to be still in difficult circumstance. Therefore, based on targets set by the Prime Minister, budget estimation in 2015 will be adjusted in accordance with local situation in order to sustain socioeconomic development, control inflation, ensure social welfare and social security, and increase environmental protection.
In 2015, provincial budget receipts estimation is VND35,000bln, increasing by 9% compared to 2014 and 8% Prime Minister’s target. Total receipts include VND25,000bln from domestic production, increasing by 11% compared to 2014 and 9.5% Prime Minister’s target; VND10,000bln from import export, increasing by 5% compared to 2014 and 4% Prime Minister’s target. Total budget disbursement estimation is VND13,000bln, increasing by 13% compared to 2014 and 23% Prime Minister’s target.
To fulfill these targets, PPC urges al sectors and agencies to implement effectively these measures: supporting, facilitating businesses affected by accident on 13th May; consolidating management, reducing losses; striving to achieve and surpass target estimations; stringent management of disbursement, assuring effective disbursement.
In addition, PPC asked that allocation for capital construction must be based on budget capacity; key projects must be prioritized; work progress, disbursement of capital construction investment should be sped up. Project’s quality guarantee, thrift practicing, wastes combating while using State budget are also required.
