Provincial People’s Committee has recently issued the Decision No. 1170/QĐ-UBND on joint regulations for resolving and shortening the time required to carry out administrative procedures for investment projects within the province.
Accordingly, the principle of coordination among agencies is to ensure compliance with procedural order while also simplifying processes, shifting from a “pre-check” to a “post-check” approach. This aims at creating favorable conditions for investors to accelerate construction progress and promptly inject additional investment capital into the economy. Agencies and units are expected to proactively reduce the time for handling administrative procedures under their jurisdiction, striving to shorten total processing time by 30% to 50% compared to current regulations. Agencies receiving administrative procedure dossiers are to actively appraise and process them in accordance with their assigned functions, responsibilities and authority. They are also encouraged to review and propose improvement to streamline the process and enhance efficiency in resolving applications.
For matters requiring meetings, the presiding agency will base on the meeting minutes to resolve administrative procedures. The coordinating agency or unit must send members of the meeting who have professional capacity and authority to participate in giving opinions and sign the meeting minutes. The leaders of the agencies or units will be jointly responsible for the contents of the opinions of the representatives of those agencies or units in the meeting minutes. The agencies need to urgently aim at shortening the total time for performing administrative procedures by 30% to 50% compared to current regulations.
