- Agencies and organizations from the central to local levels, according to their functions and tasks, well lead, direct, and implement these contents: gathering social policy credit sources originating from State budget into Social Policy Bank; Prioritizing the balance of State budget capital to implement social policy credit programs and ensure the stable and sustainable operation of Social Policy Bank. People's Councils and People's Committees at all levels continue to allocate a part of local budget for supplementing lending capital for policy people in the area; Supporting material facilities, working conditions for Social Policy Bank. Provinces and cities promulgate their own poverty lines, which will be higher than the national poverty lines, and need to allocate sufficient resources to lend these subjects.

- To consolidate and improve the quality of activities Directors Board and Representatives Board at all levels; strengthen the Party organization in accordance with operation model; enhance internal inspection and control; attach importance to training and fostering of professional capacity, professional ethics, and take care of material and spiritual life of the bank’s officials.
The State gives priority to ensuring operational capital sources for Social Policy Bank; grants additional charter capital, compensates for interest rate differences and management fees, provides capital for annual credit programs, provide loans for long-term preferential loans, low interest rates to improve capital structure stably. Social Policy Bank actively performs the mobilization, management and effective use of capital.
