Around this issue, Binh Duong Newspaper reporter had an interview with Mr. Le Minh Quoc Cuong, Director of Department of Labor, War Invalids and Social Affairs.

Unions and branches coordinate to give gifts to laborers in the rented houses
- Could you tell us about the beneficiaries, the support funding under the Resolution 42/NQ-CP of the Government in the province?
- According to Resolution 42/NQ-CP of the Government, there are 7 groups of beneficiaries of social security support in the province. Specifically, the target groups include: People with meritorious services to the revolution; social protection beneficiaries are receiving monthly preferential allowances; poor and near-poor households according to the provincial poverty line in the list until December 31, 2019; employees agree to postpone labor contracts (labor contracts), take leave without pay; employers have financial difficulties; individual business households with income of less than VND 100 million/year are temporarily suspended; The employee is terminated labor contract, working contract but not eligible for unemployment benefits (unemployment allowance).
Also according to Resolution 42/NQ-CP of the Government, Binh Duong belongs to a group of provinces and cities with a ratio of over 50% of the shared revenue to the central budget, so it can ensure the implementation cost by itself. The estimated budget to support beneficiary groups in the province with the support package is over VND 1,000 billion. According to the regulations at the end of May, payment will be completed, but with a large amount of funding, giving to many subjects in a short time is a big responsibility for units, localities, especially routes. establishments where they directly review and certify to make lists of beneficiaries submit to higher levels for approval.
- In order not to be taken advantage of policy profiteering, he can clearly state the beneficiary's conditions for employees to postpone labor contracts, leave their work without pay, and their employees will have their labor contracts terminated and their contracts work but are not eligible for unemployment allowance?
- Statistics of the Department of Labor, War Invalids and Social Affairs in April had about 50,000 employees agreed to postpone labor contracts, leave without pay; 12,000 employees terminating labor contracts are not eligible for unemployment allowance. For employees who temporarily postpone labor contracts, take leave without pay, they must meet the following conditions: The period of temporary suspension of labor contracts, leave without pay continuously for 1 month, starting from 1-4 to 1-6-2020; still valid in the labor contract; are participating in social insurance. Employees working in enterprises having no revenue or no financial resources to pay wages, after using the wage reserve funds, profit after tax and other financial sources.
Enterprises make a list of employees who temporarily postpone labor contracts and take unpaid leave under the issued form, the dossier attached to the list. Within 3 working days after receiving the list of proposals from enterprises, the social insurance agency shall certify the participation in social insurance and return it to the enterprise. Enterprises located outside industrial zones shall send to the district Department of Labor, War Invalids and Social Affairs where the enterprise is located Enterprises located in Vietnam - Singapore Industrial Park send to Vietnam Singapore Industrial Park Management Board. Enterprises located in industrial zones send to Binh Duong Industrial Zones Authority. Within 2 working days after receiving the complete dossier, the Department of Labor, War Invalids and Social Affairs shall summarize and submit to the Chairman of the Provincial People's Committee to issue a decision approving the list, funding support and make the payment.
Meanwhile, supporting unrelated workers who lose their jobs must ensure that they have no income or are below the poverty line of the province and legally reside in the locality. In the non-agricultural field, employees do one of the following jobs: street vendors, small traders without fixed locations; collecting rubbish and scrap; mobile lottery retail; loading and unloading, transporting goods; driving 2-wheel motorbikes and passenger cyclos; self-employed or working in business households in the fields of eating, accommodation, tourism and health care.
- Can you share some difficulties and obstacles in the process of paying the social security support package of the Government?
- Among the beneficiaries this time, the biggest difficulty is identifying the group of free workers, who do not have labor contracts. According to regulations, if this group faces difficulties and needs support, they must fill in the form and send it to the People's Committee of the commune, ward or township where they reside legally. The communal People's Committee is responsible for determining who makes the correct declaration and who makes the incorrect declaration. However, the basis for verifying the testimony is quite loose because most of these people are seasonal workers and do not have a management unit, so it is difficult to grasp. Therefore, if not done well, the review can easily lead to the omission of beneficiaries or could be exploited and profiteering policy.
In order to limit this case, the supervising role of the people is necessary. After reviewing and making lists, grassroots cadres need extensive information and publicly posted lists for community supervision.
