On August 9, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee cum Chairman of the provincial People's Committee had an online working session with the leaders of the "blue zone" localities of the province, including Dau Tieng, Phu Giao and Bau Bang, and Bac Tan Uyen to implement the roadmap to build and firmly protect the "blue zones" of the province. Accordingly, the plan to build a "blue zone" on the Covid-19 map will be the basis to return Binh Duong to the "new normal" from September 1.
Determination to return to new normal sate
According to the plan to build a "blue zone" on the Covid-19 map, the province will deploy encirclement to narrow the "red zone", expand the "blue zone" by quickly separating F0 from the community and limiting the number of F0 rapid increment and minimizing the number of death. At the same time, the province will perform more quickly large-scale testing, epidemiological investigation, tracing, quarantine, and sampling. Places that have been tested and screened will be locked and controlled in terms of entry and exit; test results should be returned as quickly as possible to quickly dissect and transfer F0 for quarantine; the progress of vaccination against Covid-19 is accelerated to expand the immunity coverage of the entire population in the province and creating a long-term and solid "blue zones" for localities.
Speaking at the meeting, Mr. Vo Van Minh emphasized that the province will focus on implementing measures to build a "blue zone" and the "new normal state" according to the timelines. Specifically, after August 15, it is implemented for units, localities and businesses that have registered to implement the "3 on the spot" production plan in industrial parks, industrial clusters and businesses outside industrial parks; 4 localities in the north of the province including the districts of Dau Tieng, Phu Giao, Bac Tan Uyen and Bau Bang must be determined to maintain and protect the "blue zones" to soon stabilize the situation, and at the same time serve as a base and firm buffer for epidemic eradication in southern localities.
According to the roadmap, after August 22, the "yellow zones" of Ben Cat town will actively, drastically and urgently clean out F0, minimize F1 and F2 to quickly turn into a "blue zone". After August 30, 4 localities in the south including Thu Dau Mot city, Thuan An city, Di An city and Tan Uyen town focus on zoning, rapid testing, early quarantine, and narrowing the scope of the Covid-19 epidemic to stamping out the epidemic as quickly as possible; 100% of the wards of the 4 southern localities should control the situation to make the whole area “blue”.
Concentration to keep “blue zones” and transform the “red zones”
In order to quickly "go blue", on the basis of large-scale test results and regulations on risk assessment and corresponding administrative measures in the prevention and control of the Covid-19 epidemic, People's Committees of districts, and cities shall assume the prime responsibility for and coordinate with relevant units and localities in analyzing, identifying and accurately grasping the situation and specifically subdividing areas down to the basis of neighborhoods/hamlets, groups, alleys, etc. to assess and forecast risks according to 4 levels of "very high risk", "high risk", "risk" , "the new normal" for each locality, from the commune to the district and provincial levels, taking into account inter-commune, inter-district and inter-provincial factors to have solutions for testing, quarantine, lockdown, and vaccination in accordance with the actual conditions of each locality.
The province also requires the health sector to improve testing capacity, which must clearly show the required progress in terms of time and method of sampling for each locality with "blue zone”, "yellow zone", and "red zone" for the most appropriate, effective and methodological way. The province continues to require localities to strictly implement Directive 16 of the Prime Minister to hold tight to 5 northern localities. The People's Committees of districts, towns and cities must proactively decide to lock the "blue zones" in their management areas to ensure the preservation of the "blue zones"; at the same time, strengthen the activities of the community Covid team, especially the Covid group in the hostels.
According to the plan to build a "blue zone" of the province, the People's Committees of districts, towns and cities need to direct units and localities to organize "blue zone" signs and build self-management groups to protect "the blue zones" to residential groups and alleys in each area; strengthen checkpoints and the pilot implementation of low-risk F1 quarantine and asymptomatic F0 quarantine receiving care and treatment in a medical facility or eligible community-detected SARS-CoV-2 positive cases then organize home isolation; testing of people coming to their locality from the "red zone" should be made by implementing strong measures to block the "red zones" in the "blue zones" and focus on thorough eradication the Covid-19 epidemic.
