Building a truly streamlined and effective apparatus

Along with the implementation of the policy merging localities and the plan to terminate district-level operations, reorganize commune-level administrative units and restructure the political system at the grassroots level, localities across the province have been urgently and decisively carrying out tasks to streamline and reorganize the administrative apparatus in line with the plans and proposals approved by the Government, provincial Party Standing Committee and People's Committee.

100% of district-level personnel reassigned to communes and wards

Under the Resolution of provincial Party Committee on the proposal to terminate district-level operations and reorganize, merge commune-level administrative units and the political apparatus, localities are now focusing their leadership and direction on effective implementation, strictly complying with regulations and timelines. The goal is to ensure the smooth, efficient and effective operation of newly formed communes and wards, with a people-centered approach and optimal public service delivery. The development of commune-level personnel plans is being carried out cautiously, ensuring compliance with the regulations of the Party and the laws of the State.

According to the guidance of provincial Party Committee, the formulation of personnel plans for communes and wards following the administrative reorganization in the province must ensure the comprehensive leadership of Party committees and organizations in the arrangement and assignment of personnel in accordance with the Party's regulations and the State’s laws. Cadres must strictly comply with organizational assignments and decisions made by competent authorities. Personnel work must be conducted rigorously, democratically, objectively, transparently and fairly with integrity, in accordance with the Party and State’s regulations. The assignment, appointment, deployment and nomination of personnel must be based on structure, quantity, qualifications and conditions. Special emphasis is placed on political integrity, ethics, lifestyle, leadership capacity and reputation, especially on individuals with innovative thinking, creativity, boldness in taking initiative and responsibility for the common cause and with specific achievements and work outcomes.

At the same time, members of commune-level Party standing and executive committees and leaders of agencies and units after consolidation and merger must truly form an exemplary collective in terms of ethical standards, leadership capacity, solidarity and a high degree of unity. They must ensure continuity and development, with a representative structure that is balanced and harmonious across localities, meeting the political task requirements of the newly merged localities and contributing to the development of the Party's cadre contingent. All current district-level staff positions will be reassigned to commune-level positions, with the core leadership and managerial personnel from the district-level political system to be deployed as the backbone in the new commune-level units. Additionally, officials, civil servants and public employees from provincial-level agencies and units will be strengthened at the commune level. This includes heads, deputy heads of departments and sectors with provincial Party Committee planning who have not yet held key leadership positions at the grassroots level provincial-level officials and specialists with outstanding achievements, exceptional performance in task execution and deep professional expertise in various fields…

Selecting cadres with both virtue and competence

According to the guidance of provincial Party Committee on qualification frameworks and personnel planning for communes and wards after restructuring, targets include ensuring that Party Committee secretaries at the commune level are generally not local residents; having at least 15% of Party Committee members as women, including female members in the Standing Committee and ensuring at least 10% of members who are young cadres (under 42 years old). Special attention is given to assigning staff to promote digital transformation, administrative reform, the application of science, technology and IT in agencies and units. This contributes to building digital government and a digital society, with concentrated resources and a determined effort to successfully implement the Politburo’s Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation. The goal is to have at least 5% of Party Committee members with expertise in science, technology, engineering or IT.

Regarding the standards for selecting commune-level cadres, they must possess strong political will, absolute loyalty to the interests of the Party, State and people; be steadfast in Marxism-Leninism, Ho Chi Minh Thought, the Party’s renewal path and the goal of national independence and socialism. They must firmly defend the Party's ideological foundation, the Constitution and the laws of the State. They should have exemplary ethics and lifestyle; strictly adhere to the Party’s regulations, democratic centralism, self-criticism and criticism principles; maintain a high sense of discipline and responsibility, uphold internal unity; be diligent, thrifty, honest, selfless; declare assets and income truthfully and transparently; avoid opportunism, power ambition, factionalism, corruption, negativity, or “interest groups”. Their spouses, children, or relatives must not misuse power or positions for personal gain.

Additionally, selected cadres must have the capacity to concretize and effectively implement the Party's policies and the State's laws; demonstrate innovative thinking, vision and a scientific and effective working style; match words with actions; be dynamic, creative and courageous in thinking, speaking and acting while accepting responsibility. They must show specific results and "products" in their assigned localities and fields of work. They must also meet professional qualifications, political theory and State management standards in line with their assigned duties; possess suitable IT and foreign language skills; comply with organizational assignments and show commitment to their work. They should observe all local rules and regulations and demonstrate exemplary responsibility, especially as key leaders at all levels.

Speaking at a conference to disseminate and implement new guidelines from the Government and the province on personnel planning for newly established commune-level Party Committees, Nguyen Loc Ha, Permanent Deputy Secretary of provincial Party Committee emphasized that the administrative reorganization and restructuring of local governments at two levels is a major turning point—a mission of historical significance. The success of this reorganization will not only be measured by the reduction in administrative units, but also more importantly by the improved quality of the apparatus, increased public trust and satisfaction and the new locality’s capacity for sustainable development…

Provincial Party Committee has assigned the Party Committee of provincial People’s Committee to lead and coordinate with relevant agencies to evaluate, select and arrange qualified officials and civil servants to work in specialized commune-level agencies. This is especially true for those working in land management, construction, investment projects, traffic and public administration. Provincial People's Committee is also directed to establish task forces from provincial departments to provide timely guidance and support for new communes and wards, ensuring smooth and effective operations, avoiding service interruptions that could affect citizens and businesses.
