Yesterday morning (April 25), Ben Cat town’s Party Committee, People's Council, People's Committee and Fatherland Front Committee solemnly held a ceremony to announce the Resolution of the National Assembly Standing Committee on the establishment of An Dien, An Tay wards under Ben Cat town and the establishment of Ben Cat city under Binh Duong province while receiving the first-class Labor Medal. The event was attended by Nguyen Minh Triet, former member of the Politburo, former State President; Tran Quang Phuong, Member of the Party Central Committee, Vice-Chairman of the National Assembly; Hoang Thanh Tung, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly’s Law Committee; Vu Chien Thang, Deputy Minister of Home Affairs; Vu Minh Tuan, Vice-Chairman of the National Assembly Office. Premise for new development
At the ceremony, Hoang Thanh Tung, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee announced the Resolution of the National Assembly Standing Committee on the establishment of An Dien, An Tay wards under Ben Cat town and the establishment of Ben Cat city under Binh Duong province. Accordingly, An Dien ward is established on the basis of the entire natural area of 31.22km2 and population of 25,363 people of An Dien commune, adjacent to An Tay, My Phuoc, Thoi Hoa wards, Phu An commune, Bau Bang district and Dau Tieng district. An Tay ward is established on the basis of the entire natural area of 44.01km2 and population of 41,917 people of An Tay commune, adjacent to An Dien ward, Phu An commune, Dau Tieng district and Ho Chi Minh city.

Ben Cat city is established on the basis of the entire natural area of 234.35km2 and population of 364,578 people of Ben Cat town under Binh Duong province. Ben Cat city borders Tan Uyen city, Thu Dau Mot city, Bau Bang, North Tan Uyen, Dau Tieng districts and Ho Chi Minh city.
After establishing An Dien, An Tay wards and Ben Cat city under Binh Duong province, Ben Cat city has 8 commune-level administrative units, including 7 wards of An Dien, An Tay, Chanh Phu Hoa, Hoa Loi, My Phuoc, Tan Dinh, Thoi Hoa and Phu An commune. Binh Duong province has 9 district-level administrative units, including 4 districts and 5 cities; 91 commune-level administrative units, comprising of 39 communes, 47 wards and 5 towns.
Speaking at the ceremony to announce the Resolution on the establishment of An Dien, An Tay wards and Ben Cat city, Tran Quang Phuong, Member of the Party Central Committee, Vice-Chairman of the National Assembly praised achievements done by the Party Committee, government and people of Ben Cat over the past time. The establishment of Ben Cat city is an event with special significance, an important premise to promote economic development and improve the material and spiritual lives of the people.
Building up a civilized, smart and dynamic city
Regarding some key tasks after Ben Cat town becomes a city, Vice-Chairman of the National Assembly Tran Quang Phuong proposed the Party committees, authorities and people of Ben Cat city as well as Binh Duong province to further uphold the local internal resources, potential and strengths, maximize the advantages of geographical position, history and culture, strive to achieve the goals and targets of the Resolution of the 13th Party Congress, Resolutions of Party congresses at all levels for the 2020-2025 tenure, attaching concretization to the effective organization of the Politburo’s Resolution No. 24-NQ/TW dated January 7, 2022 on socio- economic development, assurance of national defense and security in the Southeastern region until 2030, with a vision to 2045; thoroughly prepare and successfully organize Party congresses at all levels for the 2025-2030 tenure towards the 14th Party Congress.
In addition, they need to further improve the leadership capacity and fighting power of Party organizations, build a streamlined political system that operates effectively and efficiently; seriously implement the resolutions and conclusions of the Government on promoting the building and rectification of the Party and the political system; further promote the implementation of studying and following Ho Chi Minh's ideology, morality and lifestyle; well realize mass mobilization work, promote the role of the Fatherland Front and mass organizations.
They also need to urgently complete and submit provincial Planning for the period of 2021-2030 with a vision to 2050 to the Prime Minister for approval; enhance planning and investment in urban housing projects, especially the social housing ones; mobilize and effectively use resources for socio-economic development; speed up the implementation of key traffic projects such as belt road 4 of Ho Chi Minh city, Ho Chi Minh city - Chon Thanh expressway...
Next is to promote administrative procedure reform, proactively remove difficulties, build up a favorable, equal, open, transparent and friendly business environment for businesses and people to invest in production-business development; consolidate the organization of the city's government apparatus, innovating operational methods, digital transformation...; have solutions to better implement State management in the area, especially solutions on urban and rural planning management-construction, population, land and construction management; environmental protection; investment and improvement of urban quality associating urban planning with urban economic development towards a green, smart urban model, adaptive to climate change.
Vice-Chairman of the National Assembly Tran Quang Phuong also noted the comprehensive development of cultural and social fields, improving the quality of health and education. According to him, the province needs to promote the implementation of national target programs on sustainable poverty reduction, constantly improving the quality of people's material and spiritual lives; build a cultural and civilized urban lifestyle, continues effectively implementing social welfare policies, “paying debt of gratitude” activities; ensure national defense-security, maintaining political security, social order and safety, proactively preventing and fighting all types of crime and law violations.
“The young city of Ben Cat will certainly have many difficulties and challenges ahead, but we believe that the Party Committee, government, army and people of the city will further promote their heroic revolutionary homeland tradition, uniting and firmly stepping on the path of innovation, building up a truly civilized, smart, dynamic, modern, integrated city, integrating with the development flow of Binh Duong province in particular and the whole country in general...", Vice-Chairman of the National Assembly Tran Quang Phuong affirmed.
On behalf of provincial leaders, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee received the directions of the Vice-Chairman of the National Assembly.
