Implementing the policy to eliminate substandard houses under the spirit of "those with labor contribute labor, those with resources contribute resources — the more one has, the more one gives", Binh Duong province is accelerating the progress of the program, aiming at basically completing the eradication of all substandard houses by the end of June 2025, four months ahead of the scheduled deadline.
“Speedy” implementation of the housing program
The campaign to eliminate substandard houses is a major initiative, reflecting both social responsibility and deep humanitarian values. With the goal of completing housing support for disadvantaged households by the end of June 2025, the entire political system and the people of Binh Duong are making determined efforts to ensure timely completion.

Thanks to the close guidance from the Central Steering Committee, various ministries and the united effort of local authorities and residents, the program has seen significant progress. As of May 9, Binh Duong had launched construction or renovation of 335 out of 470 houses—71% of the planned number—with a total budget exceeding VND 20.6 billion. Of these, support was provided for 31 out of 34 houses for revolutionary contributors (91.1%), at a cost of VND 2.2 billion. For poor, near-poor and especially disadvantaged households, support was given to 305 out of 436 houses (70%) with a total budget of over VND 19.7 billion. The province targets full completion by June 30, 2025. As of May 5, the provincial level mobilized more than VND 30.8 billion in funding.
In parallel, Binh Duong has also supported two provinces—Bac Lieu and Nghe An. The province has so far completed the transfer of VND 34 billion to Bac Lieu and transferred VND 44.735 billion out of the planned VND 56 billion to Nghe An.
Recognizing the elimination of substandard houses as a key political task, provincial leaders have instructed all sectors and localities to act with urgency and high determination.
For households without land or shelter, district and city-level steering committees assess each case and offer support through socialized funding. Notably, several localities have made outstanding progress with creative approaches. For instance, in Tan Uyen city, besides following the general plan, the authorities also mobilized resources to buy land and build houses or provide social housing for 9 out of 12 households lacking land or shelter. Meanwhile, Di An City completed 100% of its target—constructing all 16 planned houses before April 30, 2025.
Striving to reach the finish line
Thanks to decisive leadership and rapid execution, supported by the entire political system and community, hundreds of homes have been built or handed over to poor and disadvantaged households in a short time.

After a period of implementing the program, the dream of “settling down” has become a reality for the poor and those facing housing difficulties. These new homes are not only places to live, but also mark the beginning of a brighter future for many families.
Last April, the family of Nguyen Van Be — a person with meritorious service to the nation living in Hieu Liem commune’s Chanh Hung hamlet in North Tan Uyen district joyfully celebrated the completion of their new house after many years of living in a deteriorated one. Previously, after learning about Mr. Be’s situation, North Tan Uyen district’s People's Committee, in coordination with Hieu Liem commune, provided support to renovate the house with a total value of VND 120 million. Of this amount, the district’s Steering Committee for Eliminating Substandard Houses contributed VND 50 million while the People's Committee of Hieu Liem commune mobilized VND 70 million through social resources.
On the day he received his new house, Mr. Be was deeply moved and shared: “After many years of longing, my family now finally has a spacious, airy and decent home to live in. This house is a tremendous gift for us after years of hardship. It is not only a shelter from the rain and sun, but also a great source of emotional encouragement. I truly feel the care and support of the entire community. I hope this program will continue helping many other disadvantaged people find a stable and loving home like mine”.
Like Mr. Be’s family, hundreds of poor and policy beneficiart households have benefited from the program, moving into safer, more durable homes.
Along with the positive results achieved, the program to eliminate substandard houses in the province has encountered certain challenges. Therefore, in the coming period, the Steering Committee of Binh Duong province will further advise provincial Party Committee and People’s Committee to strengthen their direction for local steering committees in order to accelerate the construction, renovation and handover of houses on schedule, aiming at achieving 100% completion by June 30, 2025. Localities are expected to further expedite the groundbreaking, construction, renovation and handover of houses under the set plan.
At the 4th session of the Central Steering Committee for the nationwide elimination of substandard houses, held on the morning of May 11, Prime Minister Pham Minh Chinh emphasized that each house is “a gift”, “an act of love” and “a meaningful home”, reflecting responsibility, compassion, camaraderie, solidarity and the spirit of sharing within the entire community. It also represents the trust and joy of the people, especially the poor and the vulnerable. The goal is to basically complete the elimination of substandard houses nationwide by October 31, 2025. Prime Minister Pham Minh Chinh also acknowledged that the task from now until October 31, 2025 remains extremely demanding. Therefore, all-level authorities, sectors and localities must make greater efforts, demonstrate stronger determination, take more resolute, effective and focused actions in order to successfully fulfill the goals of the program. |
