Owning to the growing population of workers from outside Binh Duong, annually, the locality eyes averagely 6,000 to 9,000 children for preschools. Each year, the province have paid attention to more schools; however, the need of educational placement for preschool students is unsustainable.For the same cause private preschools emerged to resolve such need.
Attention of the whole society
Di An Town is one of the localities of high quantity of preschool children. Mr. Tran Dang Nam, Head of Di An Town Education and Training Division evaluated that, in recent years, preschool socialization has strongly transformed to enable rapid growth of non-public preschool network over the town, the number of children enrolled in private preschool institutions is acounted for higher percentage than the public classes throughout the town.Most of the non-public preschool establishment were licensed facilities meeting minimum requirements of the industry; some of them have even built solidly with open-door playground and kitchens...

In Thuan An Town, the locality has also done pretty good socialization of preschool to actively support the education sector in mobilizing children to school and to meet the needs of parents sending their children, especially the work of universal access to children of 5 years old.Tan Uyen Town is also considered as one of the localilities of relatively good implementation of preschool socialization.Mr. Le Viet Hung, Head of Tan Uyen Town Education and Training Division said that preschool socialization for children of 5 years old in the town continued to be substantially made to contribute significantly to the implementation of preschool universalization scheme for young children of 5 years of old in the area.From the contributions of parents, organizations and individuals, some schools have built up kitchens, floored the water supplying court, and courtyard with sanitation facilities for children...
According to Mrs. Pham Thi Hue Trang, Head of Education and Training of the provincial department, non-public preschool system has made important contributions to the development of preschool network size in the province with flexible costs and expenses for parents.Time for picking up and keeping the children is flexibly established within and beyond office hours, including Saturdays, Sundays and holidays, in accordance with the conditions and living standards of the people; thus, meeting the needs of parents, especially worker parents, to enroll their children.As the province facilitates preschool socialization the participation of organizations, businesses and individuals have emerged.Some businesses have preserve land and financed preschool construction for children of their workers such as Hai My Co. Ltd., Yazaki Corporation, Shyang Hung Company, etc. In addition, the province also facilitates land allocation to a number of individuals to construct preschools.Up to now, the province has allocated or leased about 63,497 square meters of land to 13 individual businesses and social organizations to build up 13 preschools with modern and adequate equipment.
"Allocated with land by the province, we have shared with and helped Binh Duong education and training sector to take care of preschool 1}education.Of current scale, we can receive about 500 children, most of whom are children of our workers," said Nguyen Viet Hieu, the Rector of Be Yeu Preschool in Thu Dau Mot City.Concurrently, the education and training sector has also supported the professional training for the staffs of such non-public preschools.According to Trang as well, the education and training sector have paid special attention to the fostering of private preschools with improved management capacity, the mastering and implementing current effective legal documents to develop the profession.
The oriented development of non-public preschools
Trang added that, in the period of 2014-2015, the education and training sector continues to advise the provincial People's Committee of avocation for new land funding under the development planning network for schools, focusing on allocation of land and investment calling to serve the people.There should be policies to support businesses and call upon them to contribute to the construction of schools and the funding for the operation of the preschools in the province, especially those in industrial parks so that workers have their places for their children because the fact that if the private sector should cover the field of preschools the working people of low incomes will not have chances for accessing good education from the private facilities or premium preschools.The education and training sector continued to train up preschool staffs of high awareness of the profession, ethics, compassion and sense of responsibility for children.The synchronized and thorough coordination of local authorities, sectors, and unions in managing non-public preschools should be made; of such management, education and training sector always holds the robust role of consultancy and coordination so that the social forces are well aware of their roles, positions, and functionality for the cause preschool development in general and non-public preschool management in particular.
