In order to catch up with the new trend in international integration, innovation has become a new thinking in the management and operation of the economy-society mechanism. In order to effectively maintain supporting programs and policies for innovative start-ups, Binh Duong provincial authority focuses on enhancing the initiative role and promoting the central role of enterprises in the innovative system.
Achievements
In 2016-2020, Binh Duong provincial authority has made great progress to have gained a number of achievements in science and technology. Specifically, the provincial authority has signed contracts and accepted many scientific and technological researching projects. The applied projects have provided scientific and practical arguments to solve pressing tasks of industries, localities and businesses so as to practically serve the socio-economic development and contribute to the quality and productivity improvement. In addition, many activities to support startups, innovated teaching methods, and improved productivity have been paid attention to by the provincial authority; and, many sectors have effectively implemented them altogether.

Dr. Nguyen Viet Long, Acting Director of Department of Science and Technology, said: “In order for policies to be put into practice with high efficiency and create a playground, a place to realize startup ideas and innovation is inevitable. According to Long, over the years, Binh Duong provincial authority has established incubation centers such as the Center for Community Initiatives and Startup Support under Eastern International University and many others with the aim of connecting components of the start-up innovation ecosystem in the province. In particular, the key project on building a startup ecosystem to bridge business development in Vietnam – the BLOCK71, cooperates with National University of Singapore located in Ho Chi Minh city to form a bridge to Binh Dinh and to connect resources and integrates them into the global startup chain. This is considered the first step for activities to develop the startup and innovation ecosystem in Binh Duong.
In addition, the provincial authority has established manufacturing laboratories (Fablabs) based on the areas of local strengths such as Fablab in the field of mechanical engineering under Dong An Vocational College, multidisciplinary Fablab under provincial Center for Community Initiatives and Startup Support, and Philips EIU lighting laboratory at Eastern International University.
To elevate enterprise roles
Keeping on to effectively implement programs and policies to support start-ups and innovation, in the coming time, Binh Duong provincial authority will focus on start-up activities stemming from enhancing the role and initiative of entrepreneurs in science, technology and innovation activities combined with universities and research institutes to become research subjects. This is the "core" factor to promote the central role of enterprises in the national innovation system.
In addition, propaganda, training and coaching activities are regularly organized for officials, civil servants and other subjects who are assigned to perform professional tasks in building and developing an innovative startup ecosystem so as to research and promote the good implementation of activities to connect and sign cooperation between ecological components inside and outside of the province.
