Enhancing the effectiveness of children supporting models
Implementing the project of building and expanding disadvantaged children supporting models, in 2012, the province had 58 clubs of “Protecting and supporting disadvantaged children depending on the community” at 29 communes, wards and towns in TDM City, Thuan An town, and Tan Uyen town. In order fore these clubs to operate effectively, Club Executive Boards were trained in disadvantaged children protection, like: abandoned children, orphans supporting activities…
This was one project bringing high effects within Binh Duong Child Protection program in 2011-2015 and performed by club members, who live at the same areas of disadvantaged and thus know children very well. Therefore, when he children need supports or interventions, club members will be available in time to support them in order to limit the level of abuse, violence, harm to children. Ms. Nguyen Thi My Duyen, a children protection official in An Thanh Ward (Thuan An Town), said An Thanh Ward had established a board to connect children protection services of the ward with 9 members. Besides, the ward has maintained the connection board and volunteers participating in the children protection service connecting model at quarters. Activities of the connection board have brought practical results. In addition to the timely support for children being exposed to violence, in recent years, the club issued 1,698 health insurance cards for children under 6 years old.
Ms. Nguyen Ngoc Hang, Deputy Director of Department of Labor - Invalids and Social Affairs, said the club had discovered, intervened, supported timely 1,033 children in special circumstances, including 20 abandoned children, 2 orphaned children having father / mother as HIV / AIDS victim, 114 sexually abused children, 365 children breaking laws, 270 children in child labor, 52 disabled children, and nearly 650 street children, children of migrant workers. The club introduced these children to free classes, presented school supplies and access to health care services, physical therapies, issued health insurance cards, registered birth certificates, visited and gave them gifts.
To keep caring about children
According to provincial Department of Labor - Invalids and Social Affairs, Binh Duong has high population growth rate; the number of immigrants keeps increasing, in which the majority is young workers having children. By Dec 2015, the province had 423,900 children under 16 years old (accounting for 21.1% of the province's population), including 162,690 children under 6 years old. Although in each area there are collaborators, the implementation of the children service connection model has limitations due to large area, large population, especially at lodging houses. Therefore, the execution of some basic children rights, like birth registry, schooling, health care ... still has some limitations. In addition, some localities have not really actively enhanced propaganda, prevention and detection of vulnerable children.
The protection and care for children is one of prioritized policies of the Party and the State in ensuring social security for the sustainable development objective. Therefore, to overcome difficulties and limitations, implement well targets and tasks of Child Protection Program in 2016-2020, at the sum-up ceremony of child protection works in 2011 -2015, Mr. Dang Minh Hung, Deputy Chairman of PPC, asked localities to coordinate and perform well management functions and tasks of children protection, care and education. During the implementation process, units must actively implement guidelines and policies relating to children, take measures in order to achieve a high effectiveness. Besides, building a safe environment to gradually restrain violence, sexual abuse, and injuries on children. Focusing on key areas, where have many lodging houses, many children, schools, public places in order to ensure child safety.
