Compensation and site clearance boosted for public constructions

Recently, Binh Duong Provincial authority has showed their greater care for public constructions, some of which hold major impacts on socio-economic development of the province when put into use.

Recently, Binh Duong Provincial authority has showed their greater care for public constructions, some of which hold major impacts on socio-economic development of the province when put into use. However, in the first 6 months of 2015, the progress of such projects has been slowed down due to the sluggish compensation and site clearance.

Department of Planning and Investment informed that in the first 6 months of 2015, 57.3% of the plan has been established for public constructions at the cost of VND 2,864.473 billion. The acceptance ratio is 54.35% of the constructions at the cost of VND 2,716.651 billion and allocation ratio of 44.3% at the cost of VND 2,214.316 billion. Of the mentioned amounts, provincial capital has been paid out at VND 1,472.957 billion with VND 1,362.555 billion of construction acceptance and VND 1,319.289 billion of construction allocation. At district level, the amount is VND 1,391.516 billion, VND 1,354.096 billion and VND 895.027 billion accordingly.

Bound by compensation and site clearance

To ensure the progress of the approved plans and construction time, many projects have been put into use, namely, the project of Pham Ngoc Thach Street connecting to Binh Duong Provincial Administrative Center at the cost of VND 1,917.933 billion with accumulated disbursement at VND 1,225 billion and new Ong Co Bridge on DT744 Street at the cost of VND 360.279 billion and accumulated disbursement at VND 252.545 billion. The new Ong Co Bridge was put into use on June 5 in its first stage with construction and fixture completion at 93.1%. This project was ensured to complete within 2015.

However, the progress of some major projects is still slow due to the obstacles of compensation and site clearance. Nguyen Thanh Truc, Director of Binh Duong Provincial Department of Planning and Investment, said that the compensation and site clearance had been slowed down due to the compensation prices including the projects of My Phuoc – Tan Van Highway, DT744 Street, DT747a, etc. My Phuoc – Tan Van Highway, for example, costs totally VND 1,723.842 billion having 2,761 profiles of families to be compensated for leaving their homes, 31 failed to move out while the construction is expected to be finished in 2015.

As for the project of DT744 Street from Km 12+ to Km 32+, costing VND 680.936 billion with accumulated disbursement of VND 408.734 billion, the site clearance has been completed; however compensation process has been in progress to add up the construction of pavement and drains.

As for the project of upgrading and expanding DT747a Street from Ba Nghia Slope to Cong Xanh crossway at the cost of VND 509.396 billion with accumulated disbursement at VND 95.365 billion, the contractors are generating totally 6 tenders, half of which have been completed while the remaining tenders are at about 25% of completion. Generally, the progress of this project is too slow due to the fact that local people failed to agree with the compensation scheme.

Some other major projects also eyes slow compensation and site clearance including the project of compensation and resettlement for other construction projects of hospitals.

Efforts made to fulfill the plans

According to Department of Planning and Investment, within the last 6 months of the year, functionality agencies of the province will make tight inspection on the verification and approving of reports and proposals for the projects, particularly the capital resources and the budget balance of the province from 2016 through 2020. The province will make its review to possibly postpone or delay the not very urgent constructions to boost up other more urgent projects in accordance with Directives No. 23/CT-TTg and 07/CT-TTg of Prime Minister. The province will also gather its capital resources to the major constructions and those scheduled to be completed within 2015. Besides, obstacles of compensation and site clearance will be resolved by contractors and local departments and agencies to boost up the approved constructions.

Regarding the My Phuoc – Tan Van Highway construction, Nguyen Thanh Nghia, Deputy Chair of Di An Town People’s Committee informed that by October the construction will be fulfilled. For the time to come, compensation and site clearance for the project will be boosted to give space to contractors.
