Serving communication needs of people, telecommunications and cable television companies in the province has enhanced hanging cables on power poles, affecting negatively urban beauty, traffic safety... Therefore, provincial Department of Information –Communications advised PPC on solutions to inspect and handle violations of telecom companies. Binh Duong Newspaper had an interview with Mr. Nguyen Van Khanh, Deputy Director of Department of Information and Communications.
- Sir, what are telecommunication cables? What are requirements for suspension cables?
- Telecommunication cable is the common name for optical fiber cable, copper cable, coaxial cable are used for communication in the telecommunication network under the management of the Ministry of Information and Communications. Suspension cables must be straight, cables must go beyond limited safe areas of other constructions, such as: railways, roads, dikes, factories, mines, military areas, airports (except allowed special cases). Besides, the cable line cannot cut across railways, roads; if yes, must follow the most favorable arrangement for construction, management and maintenance. Suspension cables must be lower than the high voltage line, must not cut across highways but must go underground.
Many telecommunication cable lines are violating regulations on hanging cables on roads.
- In fact, Binh Duong has many improper suspension cables, so how will you handle these violations?
- Not only Binh Duong but also many other provinces, cities have suffered improper cable lines. Our department advised PPC to promulgate Decision No. 2553/QD-UBND dated October 16th 2013 on the 1st phase of planning, binding telecommunication cables in Thu Dau Mot city in 2013; Decision No. 1643/QD- UBND dated July 14th 2014 on planning, binding telecommunication cables in the province in the period of 2014 to 2016. Ary year, as a result, every year, we bind 50km of cables. According to the plan, PPC assigned provincial Electricity Company to collect fees from businesses to rent power poles for hanging cables. These fees are used to execute cable binding. In 2015, provincial Electricity Company has bound 53km of cables in Thu Dau Mot city, Di An town, Ben Cat town, Thuan An town. In addition, we formed inspection teams to check telecommunication cabling infrastructure in the province. Inspections will be conducted as followed: the 1st phase from Aug 1st to Sep 30th; the 2nd phase from Dec 1st 2015 to Jan 30th 2016; the 3rd phase from Mar 1st 2016 to Apr 30th 2016, and the 4th phase in the 3rd quarter of 2016.
- Sir, what is the meaning of the binding and inspecting cables? Which will be sanctions to violations?
- The inspection of cable binding is to ensure the safety of people and vehicles on roads as well as minimize incidents affecting the infrastructure of electricity transmission, communications in the province; ensure information security and urban beauty; remove difficulties for allowed cable installation, manage suspension cable network and then will invest in underground communication system.
After examination, we will sanction organizations and individuals that install telecommunication cables without compliance with technical requirements, affecting safety and urban beauty. Violating businesses will be sanctioned according to Decree 174/2013/ND-CP of the Government regarding administrative sanctions in post, telecommunications and information technology and radio engineering frequency.
We hope that, with efforts of the whole sector, cable network would be bound to improve the urban beauty of the province.
