To implement coordination regulations on protecting national security, ensuring social order and safety, and fighting against and combating crimes in fields of social insurance (SI), health insurance (HI), and unemployment insurance (UI) in the province, in recent years, the coordination between the Provincial Social Insurance and the Provincial Police has had a significant effect and change, achieved efficiency. Thereby, the awareness and compliance with the law on social insurance and health insurance in units and organizations is improved.

Regular, close and effective coordination
In order to improve the responsibility and effectiveness of preventing and combating crimes and illegal acts in fields of national security protection, social order and safety, and crime prevention and control in social insurance, health insurance and unemployment insurance activities; improve the efficiency of organization and implementation of policies and laws on social insurance, health insurance, unemployment insurance, the Provincial Police and the Provincial Social Insurance signed and promulgated regulations on coordination. Accordingly, the coordination regulation consists of 3 chapters and 9 articles, clearly defines the scope of regulation, subjects of application, purposes, principles, contents, forms and responsibilities for coordination between the two branches in protecting national security, ensuring social order and safety, fighting against crime in fields of social insurance, health insurance and unemployment insurance.
Nguyen Duy Hieu, deputy director of Provincial Social Insurance agency, said that in order to realize the content of coordination regulations issued, Provincial Police and Provincial Social Insurance have issued an implementation plan. The two units also drastically implemented contents of the coordination, such as: Protection of internal politics, protection of State secrets, cyberinformation security; preventing and combating crimes and law violations in social insurance, health insurance and unemployment insurance; administrative management of security and order, fire prevention and fighting; coordinate, exchange information, propagate, and build a movement of all people to protect national security.
Recently, the exchange and provision of information between the two sectors has been done quite well. Provincial Social Insurance always receives active support from Provincial Police. Provincial Social Insurance proactively provides information of social insurance, health insurance and unemployment insurance activities; promptly notify and provide a list of units having large and prolonged debts of social insurance, health insurance and unemployment insurance for Provincial Police to take action and coordinate well in crime prevention and control in these fields.
Specifically, every month, Provincial Social Insurance provides a list of units that owe social insurance, health insurance and unemployment insurance premiums for 3 months or more and bad debt units to the Police agency; and provides plans to work, inspect and examine debtors so that the two parties can work together to prevent and minimize the prolonged debt situation. As a result, by September 15, 2022, Provincial Social Insurance provided information of more than 3,300 employers with a total premium debt of VND 580 billion, affecting the interests of thousands of employees. Then Provincial Police handled and helped Provincial Social Insurance recover VND 30.11 billion. The insurance agency also informed the Police agency of cases using fake papers to take advantage of social insurance for investigation and handling.
To strictly handle violations
In first months of this year, violations of social insurance, health insurance, and social insurance regulations still happened a lot. As of June 30, the total number of units that owed social insurance premiums was more than VND 804 billion. The data shows that the law observance of employers and employees is still limited, and premum arrears are still quite high. Penalties for violations of law on social insurance and health insurance is not enough of a deterrent, thus payment evasion and arrears still occur and persist. The concern now is that there are some units and businesses that owe a large amount of premiums for a long time, forcing the social insurance agency to regularly coordinate with the police to handle these cases according to regulations. Therefore, the social insurance agencies and Provincial Police aim to resolutely handle law violations.
Over the past time, the two sectors have coordinated closely in crime prevention and control and handling of law violations in social insurance, health insurance and unemployment insurance, bringing effective results in the organization and implementation of regimes and policies, and at the same time has deterring effects and prevent violations of employers, and protect the legitimate rights and interests of employees. Thereby, this work has contributed to ensuring social security for the people and socio-economic development of the country.
At social insurance agencies of districts, towns and cities in the province, the coordination has been carried out smoothly and effectively. Typically, Social Insurance agency of Tan Uyen Town has cooperated with the Town Police in collecting social insurance, health insurance and unemployment insurance premium debts of 40 units, recovering total amount of VND13.5 billion; Social Insurance of Ben Cat Town coordinated with the Town Police in collecting premium debts of 7 units, recovering total amount of VND638.7 million.
The effective implementation of regulations has brought a remarkable effect in the organization and implementation of policies on social insurance, health insurance and unemployment insurance in the province. In addition, the awareness and compliance with the law on social insurance and health insurance of employers has been improved. The registration for and payment of social insurance, health insurance and unemployment insurance for employees is carried out more fully and timely; contribute to preventing the abuse and exploitation of social insurance, health insurance and unemployment insurance.
Provincial Police and Provincial Social Insurance agencies uphold the sense of responsibility and solidarity based on their functions, tasks and competence; strengthen inter-sectoral coordination in the inspection and examination of the implementation of policies on social insurance, health insurance and unemployment insurance for employees; strengthen the coordination relationship, determine to fulfill the tasks well, contributing to ensuring social security".
