Coordination with enterprises necessary for disbursement of house rent supporting allowances to working people

Binh Duong provincial Department of Labor, Invalids and Social Affairs expects that the payment of accommodation rental support for employees according to Decision No. 08/2022/QD-TTg of the Prime Minister will basically be completed on September 15 and will end in September according to the direction of the provincial People's Committee. Currently, 2 localities of Dau Tieng and Phu Giao districts have finalized the spending while other localities are stepping up the same in the days to come.

Over 80% spent

Recently, at an online meeting between the provincial leaders, the Department of Labor, Invalids and Social Affairs and localities to speed up the progress of paying for accommodation rent for employees in the province according to Decision No. 08/2022/QD-TTg of the Prime Minister, the leaders of the Department of Labor, Invalids and Social Affairs said that, up to now, Phu Giao and Dau Tieng districts have completed the disbursement of the above supporting package. Bac Tan Uyen district, Ben Cat town, Tan Uyen town, and Bau Bang district have completed the application process and are accelerating the disbursement. The remaining three localities of Thuan An city, Di An city and Thu Dau Mot city have not yet reviewed and approved the documents due to a number of objective reasons, most of which are businesses that have incorrectly declared their addresses and account numbers under verification.

According to the Department of Labor, Invalids and Social Affairs, up to now, the district People's Committee has received records of 12,020 enterprises with 1,391,703 turns of employees, corresponding to the proposed funding of more than VND 932 billion (reaching 67% compared to the previous year on the estimated budget). The number of dossiers that have been appraised and approved is 11,042 enterprises with 1,254,693 employees (reaching 91% of the number of employees received on a budget of more than VND 839 billion or 96% of the budget suggestion). The number of disbursed documents is 7,101 enterprises with 1,155,176 employees, equivalent to a budget of more than VND 673 billion (reaching 80% of the approved funding).

Mr. Pham Van Tuyen, Deputy Director of the Department of Labor, Invalids and Social Affairs, said that currently, the work of paying rent support for employees is being promoted. The review of the application is expected to end by September 15, and the payment will be completed by September 30. The Department is cooperating with localities to accelerate disbursement of the supporting package on time prescribed by the provincial People's Committee.

Some businesses not well coordinated

Currently, some localities facing problems implementing the disbursements although the approval of enterprises' dossiers has been completed. Mr. Nguyen Van Nam, Head of Division of Labor, Invalids and Social Affairs of Thuan An city, said that in recent days, the locality has focused on human resources to review and complete the application review stage. Thuan An city has a large number of employees approved to pay rent support according to Decision No. 08 of the Prime Minister at a total disbursement of about VND 270 billion. Currently, the locality has VND 155 billion of unrealized support, but has not yet received money from the State Treasury. The expenditure approval procedures have been sent to the Department of Finance and State Treasury by the locality. “If the locality receives money from the State Treasury in the coming days, it will accelerate disbursement to businesses. Therefore, the completion of disbursement of housing rental support for employees in September depends on whether the locality receives the support sooner or later," said Mr. Nam.

Similarly, Thu Dau Mot City is also facing certain drawbacks of disbursing money for housing rental support for employees. Ms. Vi Thi Tam Lai, Head of Division of Labor, Invalids and Social Affairs of Thu Dau Mot city, said that up to now, the locality has disbursed over 80%. At the end of August, on promoting disbursement, the locality checked very carefully and discovered that more than 340 businesses declared the wrong addresses or bank account numbers. Up to now, Thu Dau Mot city has about 150 businesses that are being reviewed. “The reason for the delay in the review is that businesses have not coordinated well with the Division of Labor, Invalids and Social Affairs. As we call and can not reach them to verify the address or the account number. Those businesses that can be contacted failed to come. At this point, we will filter these businesses out by the help of the Department of Labor, Invalids and Social Affairs, the provincial Trade Union, and the provincial Industrial Park Management Board to speed up the progress. The supporting money has been poured down enough by the Treasury for the locality but just waiting for the cooperation of businesses," Ms. Lai said.

In the past 2 months, in order for the rent supporting money to reach the employees as quickly as possible, the Divisions of Labour, Invalids and Social Affairs of districts, towns and cities in the province have been making efforts day and night to complete their service as well as on schedule assignment of the provincial People's Committee. However, the objective reasons that slow down the disbursement progress included the poor coordination of businesses for not doing well with their employees. In order to complete the supporting package right in September according to the regulations of the provincial People's Committee, better coordination from departments, branches, localities and businesses in the area is needed.
