Binh Duong Province now faces new challenges. As for income per capita, the new conditions required the amount 1.2-1.5 times higher than the previous conditions. The calculation is made as per working people ratio which should be over 90% to meet the targets.
Besides, 3 other ones required broader approach to building marketplaces, education universalization, and ratio of people participating health insurance policies.
Binh Duong Province was well-prepared for the changes and responded by issuing Decision No. 462/QD-UBND of local People’s Committee to adjust some criteria which have been adjusted on April 28, 2011. As the matter of fact, appearance of rural areas in Binh Duong Province has been improved drammatically with 5 communes were expected to complete 19 criteria by 2013.
The knot was released; however, challenges remained as majority of delegates had raised up opionions at the recent workshop on remedies for obstacles and challenges in implementing new rural area criteria proposed by the central government. The seminar was host by Department of Agriculture and Rural Development in Binh Duong Province on March 20.
The delegates raised up the challenge of building facilities such as cultural houses and sports yards which would be unsuitable to local characteristics. The other criteria on political and social organizations, income per capita, and clean water seemed to be temporarily maintained in some communes.
Sustainably, they need time to suit themselves to new requirements which were easygoing at first. The movement of building new rural areas has been promoted across 60 communes in the province; however, further local adjustments should be considered to promote the current progress.
