75 years ago, the first National Cultural Conference was held in Hanoi on November 24, 1946. In the opening speech, President Ho Chi Minh pointed out: "Culture must guide the nation to realize independence and self-reliance. He stated that the task of the new culture was to take the happiness of the compatriots and the struggle of the nation as a reflection while getting experience of culture now and then to build a new Vietnamese culture with three characteristics: ethnicity, science, and mass.
In order to meet increasing requirements in the process of sustainable national development and international integration, over the years, our Party issued its own resolutions on building and developing Vietnamese culture and people, including the Resolution of the 5th session of the 8th Party Central Committee on building an advanced Vietnamese culture imbued with a strong sense of national identity. Talking about culture is to talk about tradition. Culture is the accumulation and formation of long-standing values in the history of the society and nation. In the current age, culture really becomes the driving force, the goal of development. Along with politics and economy, culture holds an important position in the cause of national liberation, construction and defence. Especially, after more than 3 decades of implementing the cause of national renewal and international integration, the role of culture has got more and more evident. Obviously, culture is the spiritual foundation of the society, the goal and the driving force for the country's socio-economic development.
Cultural development must be for the perfection of human personality for cultural development. In culture building, the focus is on taking care of building people with good personality, lifestyle with basic characteristics: patriotism, compassion, sentimental, honesty, solidarity, industriousness and creativity with the role of the family - the cell of society that is attached special importance to. Along with advantages, the cause of national construction and defense is facing many challenges. In the context of market-oriented economy with strong, increasingly comprehensive international integration, in the modern society and the situation of national and international cultures mixed, Vietnamese people are emerging some complex phenomena. Therefore, strengthening and developing a healthy cultural environment in both width and depth is an urgent requirement. In addition, it is necessary to further encourage the whole people to make efforts to get and practice advanced cultural values, and eliminate counter-cultural phenomena, thereby mobilizing the strength of the whole society to preserve and promote traditional cultural values, creating new cultural values to build up a country with synchronous and comprehensive development…
