Resolution No. 21 NQ/TW dated October 25, 2017 of the 12th tenure Executive Board of Central Committee of CPV regarding demographc activities in the new stage (Resolution 21 in short) holds significant value in demographic activities. To better understand the implementation of Resolution 21 in the Province, Binh Duong Newspaper reporter interviewed Doctor Nguyen Van Tham, the Director of Division of Demography and Family Planning of the province.
- Sir, how important is Resolution 21 in demography? What have the province and agencies care about the resolution?
- The first notable new point in the population work in the new situation is the shift of population policy from family planning to population and development, comprehensive and synchronous resolution. Population in terms of size, structure, distribution of population quality and placed in the interaction with socio-economic development.
In addition, NQ21 poses the problem of sustaining replacement fertility because it is important in improving the quality of population ... In order to implement NQ21, the Provincial Standing Committee issued the Program No. 78-CTr dated 11-5-2018 on the implementation of NQ21. Bringing population work, especially raising the quality of population, is a central issue in the work of leading and directing the Party Committees and administrations at all levels. To effectively integrate population factors into the development strategies, plannings and plans of the province, branches and localities.
Promote a program of behavior change communication on population and development; To create the consensus and support of the entire society, contributing to the realization of the comprehensive targets on the size, structure, distribution and quality of population, attaching importance to propagation and mobilization in the areas where there are large workers Work outside the province to live and work, promote the advantage of gold population, gradually adapt to population aging for sustainable socio-economic development of the province. So far, NQ21 has been implemented in the province. - For the time, information about birth of third child in a family has been attended to by the society. What do Resolution 21 rule on this matter, sir?
- Immediately following the promulgation of NQ21, there are many opinions that "No violation of population policy"; "Allowing a third child including government officials" ... quickly spread. Understanding this is not true and not enough about NQ21. From now on, we need to increase propaganda and advocacy for people to understand the spirit of the new policy on population, to immediately eliminate the idea of ​​having a third child more comfortable. As NQ21 stated, "Continuing the campaign, each couple should have two children, ensuring their rights and responsibilities in childbirth and parenting. Focus on the campaign to produce fewer children in the region, the subjects with high fertility; Maintaining results in places where replacement fertility has been achieved; Two children born in low fertility. To heighten the pioneering spirit of each cadre and party member in implementing the policies and policies on the population work, especially the birth of 2 children, attaching importance to raising good children, happy families, creating The widespread spread in the whole society.
- What measures have been implemented to promote the effects of Resolution 21?
- For the implementation of NQ21 in the province to be effective, the population work in the coming time will continue to simultaneously strengthen the synchronous solutions, ensuring the firmly maintaining the replacement fertility rate, to continue.
