Reporter: Please comment on the endorsement by PM of Thu Dau Mot City as Type II urban area of Binh Duong Province.

Mr. Lam Phi Hung: The endorsement upgraded a Type III urban area to Type II belonging to a province. This is very encouraging and merit for efforts of local people and authority to fulfill construction and refinement to head forward to a modern environment-friendly and civilized space.

Before the endorsement was made, the proposal of Thu Dau Mot City has been through various steps including the inspection and approval of Ministry of Construction before passing through evaluation council and then to the Prime Minister.

It was significant that the evaluation council gave the higher mark that the mark given by the province itself, proving the known efforts of constructing modern and civilized space of Thu Dau Mot City and Binh Duong Province.

Accordingly, Thu Dau Mot City has earned 40 out 47 criteria of a Type II urban area, some of the criteria have passed through Type I; however, more obstacles should be cleared out to be conformed with road-map of the Resolution No. 32 of local Party Committee.

Reporter: What are the remaining 3 criteria, sir?

Mr. Lam Phi Hung: First of all, its population density. Currently ,Thu Dau Mot City has a population density of 5,300 people per 1 km2 while the requirements range from 8,000 to 10,000. This is objective as the city has just been adjusted in terms of administrative area to additionally 1/3 of its current area to 12,000 km2. The next criteria are the ratio of alleys which need to be 55-80%. When the city submitted its proposal such ratio was at 47%; however, the current ratio has surpassed the requirements as 3 communes of Tan An, Chanh My, and Tuong Binh Hiep were upgraded. Besides, the city has built up funeral house at totally 1.5ha and VND 40 billion of investment in Phu My Ward.

Reporter: Are the requirements of demographic development to be equal to industrial development and selective investment luring with orientation to high-tech application and environment-friendly approach with lower employment costs applicable, sir?

Mr. Lam Phi Hung: Those are tough requirements in the current stage; however, this does not mean that we could not afford. Reviewing the grand picture from the beginning of the year, we can realize the serious implementation of Becamex Tokyu projects for the year. The province is seeking for additional investment to ensure planning orientation.

The city is being constructed not for current stage but for the future, requiring us to creatively implement the policies and promote our potentials. For investors failing to maintain their status, the city authority has proposed others to replace. Besides, the city authority has intensified administrative reforms to arrange and improve operations of civil services.

Mr. Lam Phi Hung: Those are the common issues that every authorities should face in the process of urban development. In the stage of physical increment of the population and the demand of city development, traffic and health-care infra-constructions have been endorsed. Some criteria exceeded the requirements, proving the vision of the authority in managing, controlling, and orienting to civilization of public communities.

Thu Dau Mot City is a provincial city and foundation of the future modernized and civilized Binh Duong Province. In the future, Binh Duong Province shall become a city under direct management of central government. It is estimated that by the end of 2014, income per capita has reached VND 74.3 million.
