Part 2: Raising value, taking people as center
With the goal of improving people’s cultural and spiritual life, Binh Duong province has had specific policies and measures to develop the local cultural field commensurate with economic development. Particularly, the province has preserved and upheld traditional cultural values while promoting the construction and development of Vietnamese culture and people in accordance with requirements and tasks in the new context.
Preserving and upholding cultural values
In order to "Build and develop Vietnamese culture and people to meet requirements of sustainable national development" in the spirit of the Resolution No. 33 of the 11th Party Central Committee, Binh Duong has seriously implemented the resolution and achieved initial results, thereby creating a positve change in the awareness and sense of responsibility of the whole political system and people from all strata for the cause of building and developing Vietnamese culture and people.
The province's cultural and artistic programs increasingly meet the enjoyment needs of people from all strata
Thanks to the timely, close attention and direction of provincial Party Committee, People's Committee and the close coordination between sectors and all-level authorities in "Building and developing Vietnamese culture and people to meet requirements of sustainable national development", cultural and educational activities are properly oriented, forming up a scientific way of life and work, complying with the law, being proud of and honoring Vietnam’s historical values and good traditions in each person.
Recording on the mass media such as newspapers, radio stations, television stations, magazines shows that propaganda work always aims at promoting humanity in building and developing culture and people, thereby multiplying right, good and positive things, fighting and criticizing degrading expressions of political thought, ethics, lifestyle, and fighting against wrong views that badly affect cultural development and social stability. Many practical activities have contributed to building Vietnamese people with vision and mind in national construction and development.
In addition, the construction of urban civilized and cultural lifestyle in rural areas is developed with specific standards and criteria. Provincial Steering Committees of the movement "All people unite to build cultural life" at all levels have thoroughly grasped and reached a high consensus on awareness; directed the implementation of the goal of improving the quality of the movement "All people unite to build cultural life". The evaluation and recognition of cultural titles have been realized strictly, in accordance with the standards and procedures guided in the regulation on recognition of cultural titles under the principle of democratic publicity. Households, quarters and hamlets have self-monitored in the process of commenting and grading. Therefore, the results of recognition of cultural titles have basically reflected the local reality.
Le Van Thai, Deputy Director of provincial Department of Culture, Sports and Tourism said that the local State budget for cultural sector is also improved in an upward direction. Public and non-public upgraded or newly built cultural works have significantly contributed to improving the quality, quantity and efficiency of cultural activities. The department is currently rechecking, adjusting, merging policies and submitting them to provincial People's Committee, proposing the establishment of a resolution of provincial People's Council on support policies for culture, sports and tourism sector.
Aiming at serving people
In terms of protecting and promoting the value of the relics, Le Van Phuoc, Director of provincial Museum said that this work is being effectively implemented by the province with diverse forms and contents such as giving explanation for visitors at relic sites; marking Vietnam Cultural Heritage Day-the return-to-the root day November 23; organizing celebrations and get-togethers at monuments on the occasion of great holidays; coordinating with relevant units to organize contests learning about the history of the Communist Party of Vietnam and provincial Party Committee, red addresses in the province; published publications, documentary films on the local relics and landscapes...
Especially, provincial People's Committee has also issued a regulation on management, protection, use and promotion of the values of the local historical and cultural relics and landscapes under provincial project on "Preserving and promoting the values of the local historical-cultural relics and landscapes to 2010 and orientation to 2020". Through conserving intangible cultural heritages, the province has also achieved many positive results. In 2016, "Tuong Binh Hiep lacquer craft" was named as the National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism. The local cultural sector also collected and documented the Chiu Chow ritual music of Chinese people in Binh Duong, the goddess worship in Binh Duong, the Thien Hau Lady temple festival in Thuan An city’s Binh Nham ward.
In addition, the local cultural sector has also achieved many important results through preserving and promoting cultural values of ethnic minorities, cultural and artistic activities towards the values of truth, goodness and beauty; building people with comprehensive development in capacity, intelligence and personality, the movement of "All people unite to build cultural life". The promotion of family traditions in building a healthy cultural environment and Vietnamese personality. Domestic violence prevention and control have contributed to raising awareness of families and community about the Party's guidelines and policies, and the State's laws.
According to Nguyen Khoa Hai, Director of provincial Department of Culture, Sports and Tourism, the province will continue promoting the implementation of solutions to build Binh Duong people with morals, lifestyle in line with the process of industrialization, urbanization, rural modernization and international integration. In order to make positive contributions to the local cultural sector, the province will further strengthen activities to improve the cultural and spiritual life of workers in industrial parks and export processing zones. Particularly, the province will strengthen training and improve the quality of cadres, civil servants at requirements and tasks of the sector in the new period in line with the local socio-economic development orientation. The province's goal is to build a contingent of qualified cadres who are sufficient in quantity, strong in quality with synchronous structure suitable to jobs being undertaken by them. The province continues deploying, building and improving the quality of recognition of the following titles: Cultural family; cultural quarter and hamlet; cultural agency, unit and enterprise; new-style rural commune; civilized ward and township. Every year, the province strives to have more than 96% of families with the title of "Cultural family", 80% of quarter with the title of "Cultural quarter", 60% of hamlets with the title of "Cultural hamlet", 50% of lodging facilities with the title of "Cultural lodging facility" and over 96% of agencies, units with "Cultural agency, unit".
