Final part: Arousing aspirations to develop Vietnamese culture and people
Today (November 24), a national cultural conference will be held to implement the Resolution of the 13th National Party Congress on culture. Towards the conference with much confidence and excitement, Binh Duong’s cadres and people have expressed their high expectations of a conference that will continue arousing the whole nation's aspiration on building an advanced culture imbrued with a strong sense of national identity.
Excited to follow conference
During his lifetime, President Ho Chi Minh paid special attention to the field of culture. With a vision beyond the times, he gave important instructions for Vietnamese culture, which emphasized: Culture must be closely linked with politics; culture must participate in correcting laziness and corruption; how to make each citizen understand their obligations and rights; Culture lights the way for the nation. Possibly speaking, these are his great thoughts that we have always thoroughly understood and followed.

The province's art programs have always aimed at the enjoyment needs of people from all strata, especially laborers
On November 24, 1946, President Ho Chi Minh stated that the task of the new culture was to take the happiness of the compatriots, the national career of fighting as the basis while getting experience of culture now and then to build a new Vietnamese culture with three characteristics: ethnicity, science, and mass at the first cultural conference held at the Hanoi Opera House.
The 2021 national cultural conference will be held after 75 years since the first conference was organized in 1946. The conference will take place at the Dien Hong Hall of the National Assembly’s headquarters in Hanoi with the presence of nearly 600 delegates, including Party and State leaders, officials, artists, and representatives of socio-political organizations. It will also be connected with 63 provinces and cities nationwide via videoconference.
According to Nguyen Van Hung, Minister of Culture, Sports and Tourism, the conference shows the great interest of the Party, Government and National Assembly, especially the Politburo and the Secretariat on culture. The interest has a theoretical and practical basis because the Party's documents affirm that culture must be put on a par with politics and economy, culture must be considered as the spiritual driving force of development, as one of the four pillars that the Resolution of the 13th National Party Congress clearly stated.
Sharing with us, Le Xuan Ly, a resident in Ben Cat town’s My Phuoc ward expressed her excitement when following information about the conference through websites, media agencies, and newspapers. According to Mrs.Ly, this conference can be considered as a special milestone like a Dien Hong conference for Party and State leaders to deliver important messages about culture. Therefore, she will fully follow the developments of the conference to update new information and knowledge about the cultural field as well as the country's cultural development orientations in the coming time.
High expectations of conference
The Politburo’s Conclusion No. 76-KL/TW dated June 4, 2020 on further implementing the Resolution No. 33-NQ/TW of the 11th Party Central Committee on "Building and developing Vietnamese people and culture to meet the requirements of national sustainable development" also pointed out shortcomings in building up the traditional cultural value system and the standard value system of Vietnamese people during the revolutionary period; clearly showed degradation in morality, lifestyle and cultural environment with unhealthy aspects...
In the integration period, with the context of the industrial revolution 4.0, Binh Duong is implementing the Smart City Construction Project with development of culture and human beings that must face many challenges, increasing conflicts between many traditional and modern cultural factors and values. In order to improve the quality of construction and development of culture and people of Binh Duong, arousing aspirations to build homeland from cultural development, Binh Duong will implement specific solutions. The province will promote propaganda, raising awareness of all-level authorities, sectors and people from all strata about the role and position of building cultural and sports institutions; complete the targets set out in provincial Party Committee’s Action Program No. 88-CTHD/TU dated September 12, 2014 on the implementation of the Resolution No.33 of the Party Central Committee; the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure; provincial People's Committee’s Decision No. 1479/QD-UBND dated June 8, 2020 on promulgating a plan to build a system of grassroots cultural and sports institutions in the province for the period of 2020-2025, with orientation to 2030.
For those working in the field of culture, the 2021 national cultural conference is an opportunity to look back on the process of building and developing Vietnamese culture over the past decades. Musician Vo Dong Dien, Chairman of provincial Association of Literature and Arts said: “I and those involved in culture and arts activities hope that this conference will arouse the aspirations of the whole nation and open the doors to the whole nation, creating a new turning point in the revival and development of Vietnamese culture and people in the new period".
Nguyen Khoa Hai, Director of provincial Department of Culture, Sports and Tourism said: “It is hoped and believed that after this national cultural conference, the guidelines and viewpoints of the Party, State and the enthusiastic opinions of scientists and delegates will be institutionalized by appropriate and effective solutions to build and develop Vietnamese culture and people to meet the requirements of sustainable national development so that culture will truly become the spiritual foundation of the society, being the goal and the driving force for socio-economic development.
