Since its re-establishment as Di An City in 1999, after 25 years of working towards its goal of construction and development, the city has achieved significant progress in various areas and has become one of the central urban areas of Binh Duong province. On the occasion of the 25th anniversary of the re-establishment of Di An district, Binh Duong Newspaper reporters interviewed Ms. Ngo Ngoc Diep, Permanent Deputy Secretary of the Party Committee, Chairwoman of the People's Council of Di An City, about the city's achievements in construction and development in recent years.

- First of all, could you share the advantages and difficulties in the first years after the re-establishment of the Di An district?
- Looking back at the early days when the district was re-established, there were many difficulties and challenges. Di An started from a low point as an agricultural district with many weaknesses, particularly underdeveloped infrastructure. In comparison to other areas in the province, Di An is almost 20 years behind in its development. Therefore, the Party and government face the challenge of making extensive efforts. The Executive Committee of the Di An District Party Committee proposed action programs and focused on Party building work to stabilize the apparatus of the political system. With the solidarity tradition, aspiration for development, unity of heart and mind, and common will of officials at all levels, the consensus of the people and the business community, Di An overcame difficulties and continuously made very strong progress...
Solidarity, dynamism, dare to think, dare to do, dare to innovate...
- With the determination of the Party Committee, the government and the joint efforts of businesses and people, up to now, Di An City has risen to become one of the central urban areas of the province. Could you tell us what are the city's outstanding achievements over the past 25 years?
- During the 25 years since its re-establishment, the Di An City Party Committee has promoted the revolutionary tradition of the first Party cell in the Southern Regional Party Committee and has constantly improved its leadership capacity and fighting strength. With the close and timely leadership and direction of the Provincial Party Committee and the Provincial People's Committee, as well as the collaboration of provincial departments and branches, the Party Committee, government, army, and people of Di An City have demonstrated unity, dynamism, and a bold, innovative approach. Simultaneously, they have focused on leveraging potentials and strengths, effectively exploiting resources, and creating a collective force for socio-economic development. Thereby, specific targets and tasks were set out in accordance with the actual situation to effectively promote the potential and unique advantages of the locality in terms of geographical location and land fund. Di An focuses on industrial development, offering various solutions to attract both domestic and foreign investors and enterprises, considering this as the primary driver for socio-economic development. Di An is the first district to form industrial parks in the province, such as Song Than 1 Industrial Park... With high determination, Di An City has continuously developed sustainably in the direction of civilization, modernity, livability and humanity, improving the quality of life of the citizens, progressing together with the development of the province and the country.
After 25 years of construction and development, Di An City has become one of the central urban areas of the province.
Namely, the city's economic structure shifts towards industry - trade - services and agriculture. Achievement after achievement, the city’s face has gradually improved; in 2010, Di An district was recognized as a class-four urban area; in 2011, Di An town was established; in 2017, Di An town was recognized as a class-three urban area; in 2020, the National Assembly passed Resolution No. 857/NQ-UBTVQH14 establishing Di An city under Binh Duong province on the basis of the entire area and population of Di An town; in 2023, Di An city was recognized by the Government as a class-two urban area under Binh Duong province according to Decision No. 296/QD-TTg.

Notably, Di An City has focused on developing and upgrading urban areas and was recognized by the Government as a class-two urban area under Binh Duong province. At the same time, the city has also promptly developed and implemented a socio-economic development plan and urban development planning for the 2021-2030 period, with a vision to 2050. Furthermore, urban infrastructure and people's lives have seen numerous positive changes. Public investment has been effectively implemented with a focused disbursement of capital. Cultural and social activities have also been well executed. The quality of education, training, teaching, and learning has significantly improved and has been the province's leading focus for several years. |
Along with those developments is the process of perfecting the organization and apparatus of the political system, constantly improving the leadership capacity and fighting strength of the Party Committee of Di An City. Notably, the imperative task is to build and develop the staff and party members of the Di An City Party Committee, which has received special attention. At the time of re-establishment, Di An District Party Committee had 28 grassroots Party organizations, 50 grassroots Party cells with 807 Party members. Currently, the entire Di An City Party Committee has 50 branches and grassroots Party Committees, including 11 Party Committees and 38 grassroots Party cells, with a total of 5,837 Party members.
In particular, with three breakthrough programs to implement the Resolution of the 12th City Party Congress for the 2020-2025 term, Di An City Party Committee continued to lead and direct the implementation of 2 thematic resolutions, upgraded and supplemented the development of 2 new action programs of the congress; concretized action programs to implement the Resolution of the Provincial Party Congress, 1 project and plans to implement key tasks of the Central and the province in various fields.
Up to now, the city has achieved and exceeded 41/45 set targets, of which 8 targets were exceeded, and 33 targets were achieved. Notable results: The City Party Committee admitted more than 600 party members, achieving the target set by the Resolution of the City Party Congress for the 2020-2025 term. Average housing area per capita reached 32.99m2/person, exceeding the Resolution target (31.8m2/person). The rate of households using tap water reached 97.27%, exceeding the Resolution target (80%)...

- From the impressive achievements gained in the past 25 years, can you talk about the policies and development orientations of Di An City in the coming time?
Throughout the 25 years since its re-establishment, Di An City has consistently demonstrated a spirit of perseverance in pursuing its aspirations for growth and development. The Party Committee of Di An City continues to strongly promote the factors of favorable weather - favorable terrain - favorable people to motivate faster and more sustainable socio-economic development; is determined to further develop Di An to basically meet the criteria of a class-one urban area by 2025.
Accordingly, Di An City continues to focus on building a clean and strong Party Committee and political system, completing its tasks; closely combining socio-economic development with national defense and security; enhancing administrative reform; constantly innovating, being dynamic and creative, and maintaining political and social stability. Furthermore, the City Party Committee is dedicated to enhancing the quality of economic growth alongside cultural development, promoting social progress and equality, and conserving the environment. In particular, the city, based on the province's general planning, develops infrastructure, transportation, social infrastructure, connecting localities in the region; at the same time, calls for investment, invites investment, develops urban areas, trade service centers, industry, education, develops Di An City sustainably in the direction of civilization, modernity and humanity...
It can be affirmed that the aspiration to rise up is the common thread binding the entire Party, the entire army, and the entire population of Di An City, uniting them with one heart and one will to build the homeland and achieve further development, reaching new heights.
