Do not let people leave their residence areas without permission from local authorities

*Binh Duong extends social distancing for additional 14 days

On August 1, provincial Party Committee Office issued the Official Dispatch No. 554-CV/VPTU carrying out the direction of provincial Party Committee Secretary on the strict implementation of the Prime Minister’s Official Dispatch No. 1063/CD-TT dated July 31 on Covid-19 prevention-control and Official Letter No. 5255/VPC-KGVX dated July 31 on supplementing the Official Dispatch No. 1063.

Accordingly, Secretary of provincial Party Committee, Head of provincial Steering Committee for Covid-19 Prevention and Control has requested the Party Committee Secretaries, Chairpersons of the People's Committees of communes, wards and townships; heads of quarters, groups to immediately implement the content of "Do not allow people who previously migrated to Binh Duong to move out of the province until the social distancing period is over, except for cases to be taken back to their hometowns at the request of local authorities”. The official dispatch has also required the Party Committee Secretaries, the Chairpersons of the People's Committee of districts, towns and cities to be responsible to provincial Party Committee Secretary and provincial People's Committee Chairman in case of letting people move out of their localities.

In addition, the dispatch has directed the implementation of rapid antigen testing for F1 cases in concentrated isolation areas; If having negative results, they will be quarantined at home. For asymptomatic F0 cases in isolation areas, if having negative results after rapid antigen tests, they will be sent home for self-isolation under the instructions. The organization of home isolation for F1 cases must comply with the regulations of the Ministry of Health, ensuring safety for Covid-19 prevention and control. They must be regularly monitored for timely measures…

*On the same day, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee signed the Express Document No. 3636/UBND-VX on "Further implementing social distancing under  the Prime Minister’s Directive 16/CT-TTg and urgent measures against Covid-19 pandemic in the province".

Accordingly, units and localities continue extending social distancing under the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 for another 14 days, starting from 0:00 on August 2, 2021. Heads of departments, sectors, chairpersons of the People's Committees of districts, towns and cities, Steering Committees for Covid-19 prevention and control at all levels immediately perform the following tasks: directing the stronger, more drastic and effective implementation of Covid-19 prevention and control measures in accordance with the direction of the Prime Minister and documents of provincial People's Committee at the Official Dispatch No. 3300/UBND-VX dated July 18, 2021 and the Official Letter No. 3506/UBND-NC dated July 27, 2021; stepping up dissemination, strictly controlling and immediately implementing necessary support measures for people’s life and medical staff so that people can feel secure for staying at home; absolutely not allowing people who previously migrated to Binh Duong to move out of the province from August 1 until the social distancing period is over (except for cases to be taken back to their hometowns at the request of local authorities).

Units and localities need to well organize networks caring for and treating people infected with SARS-CoV-2 virus under the treatment floors; focus and prioritize capacity, improve treatment quality, especially for severe Covid-19 patients, minimize deaths; conduct quicker COVID-19 vaccination and avoid negative things in vaccination; strictly and promptly handle violations under the law. The heads of the local authorities must take direct responsibility for Covid-19 prevention and control, including vaccination. Units and localities further mobilize medical staff (especially resuscitation force) for the local Covid-19 prevention and control; are proactive to set up plans and  implement the procurement of medical supplies and equipment; carry out plans to ensure production, social welfare and social order in accordance with scenarios against the pandemic; are prepared plans for the worst of Covid-19 pandemic; absolutely do not let negativity happen in shopping.

Provincial Department of Information and Communications has been ordered to coordinate with provincial  Department of Health to make public all information on Covid-19 prevention and control so that the people know, support and actively participate in the local fight against the pandemic. The local police and military forces will strengthen patrols and strictly handle violations in the implementation of the Prime Minister’s Directive No. 16/CT-TTg, especially those who move out of Binh Duong province without permission. Provincial Fatherland Front Committee and its member organizations, especially the Youth Unions and Veterans' Associations at all levels will further coordinate with units and localities to actively propagandize and mobilize the people to join hands in transforming the "red zone", protecting and expanding the "green zone" on the Covid-19 map...
