Drastically implementing national target programs

Determining that the implementation of the national target programs is an important task, contributing to realizing the local plan on socio-economic development, Binh Duong has drastically carried out them and initially achieved some remarkable results.

Initial positive results

To implement the national target programs, provincial People's Committee has proactively established provincial Steering Committee for the National Target Programs in the 2021-2025 period. Currently, there are 41 communes participating in the implementation of the National Target Program on New Rural Construction and 18 out of 41 communes recognized as advanced new-style rural ones by provincial People's Committee; 3 out of 6 district-level units recognized as new-style rural ones, including Dau Tieng district, Tan Uyen town and Ben Cat town. The three districts of Phu Giao, Bau Bang and North Tan Uyen have submitted documents to the Prime Minister for recognizing them as new-style rural ones.

According to Mai Hung Dung, Permanent Vice-Chairman of provincial People's Committee, the mobilization of resources for the implementation of the National Target Program on New Rural Construction has achieved positive results. Up to now, the total capital to implement this program has reached more than VND 1.8trillion, including more than VND 1.4 trillion from State budget; VND121 billion from integrated capital; more than VND190 billion from credit capital; VND50.5 billion from organizations and enterprises and  VND 78.5 billion from people. Regarding capital sources to implement the National Target Programs, the province currently balances capital from the local budget, integrates capital sources and implements solutions to mobilize other local resources to comply with regulations. The province is also implementing tasks as prescribed in the Government's Decree No. 27/2022/ND-CP dated April 19, 2022, stipulating the mechanism of management and organization for the implementation of the National Target Programs.

Nguyen Ngoc Hang, Deputy Director of provincial Department of Labour, Invalids and Social Affairs said that the National Target Programs have had a positive impact on ensuring the local social welfare. Accordingly, up to now, the total number of poor households in the province under multidimensional standards is 4,093, accounting for 1.23% of total; the number of near-poor households is 2,960, accounting for 0.89% of total. In addition, the province has well performed support activities in terms of loan, healthcare, electricity, housing and education in the field of poverty reduction.

Being more drastic in implementation

Joining hands with provincial Steering Committee of the National Target Program in the period of 2021-2025, relevant departments, agencies and units are implementing effective solutions. Particularly, provincial Department of Labor, War Invalids and Social Affairs will promote training for staff who are in charge in poverty reduction; recheck poor and near-poor households under the province's new multidimensional standards for the period of 2022-2025.

Specifically, provincial Department of Labor - Invalids and Social Affairs will organize a preliminary review of the model "Vocational training associated with job creation for the poor based on the community", hold 9 training courses on guiding the process of reviewing poor and near-poor households and the process of determining households engaged in agriculture, forestry and fishery with average living standards in the period of 2022-2025 for civil servants of the Divisions of Labor - Invalids and Social Affairs of districts, towns and cities, members of communal-level poverty reduction committees, leaders of quarters, hamlets and branches of mass organizations in quarters and hamlets in the province. These activities aim at contributing to achieving the local goal on multi-dimensional, inclusive, sustainable poverty reduction, limiting poverty again and poverty generation; supporting poor households to rise above the minimum standards of living, accessing basic social services under the national multidimensional poverty line, improving the quality of people’s life...

Meanwhile, provincial Department of Agriculture and Rural Development has coordinated with other departments and sectors to direct districts, towns and communes recognized as advanced new-style rural ones to review, implement and fully meet the requirements of the advanced new-style rural criteria for the 2021-2025 period; thereby contributing to rural economic development with the process of urbanization going into depth, efficiency and sustainability. These activities also aim at improving the material and spiritual lives of rural people, promoting gender equality; building a synchronous rural socio-economic infrastructure system and step by step modernizing, ensuring a bright, green, clean, beautiful, safe rural environment full of traditional cultural identities, adapting to climate change and sustainable development.

According to the Ministry of Planning and Investment, based on the resolution of the National Assembly, the Prime Minister has assigned a plan on central State budget development investment capital for the period of 2021-2025 and the central State budget estimate in 2022 for ministries, agencies and localities to implement 3 national target programs, including new-style rural construction, socio-economic development in ethnic minority and mountainous areas, sustainable poverty alleviation with total allocated capital of more than VND 92.05 trillion of development investment capital from the central State budget in the period of 2021-2015, accounting for 92.06% of the total capital for localities; assigned over VND 34 trillion from central State budget to ministries, central agencies and localities, reaching 100% of 2022’s capital plan.
