Thuan An town is one locality being under pressure of the increasing pupil number, including preschool children. Although the town has added more new schools, school system has not met learning needs of local pupils, due to the increasing number of migrant children. Therefore, non-public educational facilities have been established to meet local demands for childcare service.
At the present, the town has 14 public kindergartens, 55 non-public kindergartens, and 137 private childcare groups. Local government determined that the establishment of non-public kindergartens should contribute to caring and training for children; thus authorities at all levels have created favorable conditions for new kindergartens to open and operate well. Huynh Thi My Ngan, Head of Thuan An town Education – Training Bureau said, they had advised municipal People’s Committee of decentralized administration of local non-public kindergartens. Most communes, wards have performed well administration, consultancy, licensing, and examination of non-public kindergartens.

Vinh Hy Kindergarten was established by Shyang Hung Cheng Company to take care of worker’s children at the company.
Authorities have regularly examined the organization and operation of licensed facilities. Ms. Ngan said, they handled strictly violations and closed facilities failing to follow rules and having many risks of affecting negatively children health. Many spacious, solid educational facilities have been developed to satisfy requirements of preschool education.
As an industrially developing locality, the town has absorbed a large number of labors outside the province. Hence, Thuan An has encouraged enterprises to save lands for building kindergartens. Currently, Thuan An town has 1 licensed kindergarten, 2 kindergartens awaiting licensing. These facilities have served the worker’s need for childcare at the company.
Local authorities frequently monitor, remind educational facilities to improve required conditions to be licensed. A principal of public kindergarten in Thuan Giao ward said, local public kindergarten’s principal were responsible for advising the authorities in helping childcare groups having 2 groups/class and less than 60 children to complete procedures of licensing.
A common thing of non-public kindergartens is the exceeding children number, even in licensed facilities. In order to take good care of children, the sector conducts regular inspections, reminds facilities to comply with regulations. Facilities having sufficient land and infrastructure will be given instructions on infrastructure, personnel, procedures to switch from group to school. Facilities having insufficient land and infrastructure would receive advices on organization and arrangement of things to be convenient, ensure safety for children.
Due to doing well advisory, licensing works, many new kindergartens have been licensed in Thuan An. At the beginning of the 2015- 2016 academic year, the town had 5 new non-public kindergartens, 1 facility switching to kindergarten, and 52 new children groups. Non-public kindergartens have contributed significantly to childcare activities in the locality.
