Ensuring right to vote for those who are under isolation for Covid-19 prevention and control

Only more than 10 days ahead is the election day of deputies to the 15th  National Assembly and People's Councils at all levels for the 2021-2026 tenure. For the election to take place smoothly and to minimize the impacts of Covid-19 pandemic, Binh Duong province will guarantee the right to vote for those who are under medical isolation for pandemic prevention and control.

Making list of voters under quarantine

Over the past time, Covid-19 pandemic in the world as well as in the country continued having complicated and unpredictable developments. In Binh Duong, together with active preparation for the upcoming election, sectors and localities must also focus highly on Covid-19 prevention and control. Under the provisions of the Election Law, all citizens have the right to vote, are registered on the electoral roll and given electoral cards… Therefore, in order to ensure the voting right of all citizens, the province has planned to make a list of those who are under medical isolation for Covid-19 prevention and control.

Covid-19 prevention and control are always put on top at the candidates’meetings with voters

Currently, communes, wards and towns in the province are updating the list of those who are under concentrated and home isolation for appropriate plans. As of May 9, the province has a total of 1,151 cases  under isolation,  including 966 isolated at concentrated isolation facilities. It is known that the province’s concentrated isolation facilities, comprising of Becamex - My Phuoc social housing area in Ben Cat town, Bau Bang district’s Medical Center… are also updating information about cases under medical isolation in order to send their list to the People's Committees of communes and wards for the upcoming election. Dr. Huynh Minh Chin, Head of the Executive Board of Bau Bang district’s Medical Center’s isolation area said: “
For voters who are still under the period of concentrated isolation on the election day,  at least 24 hours before the voting time, the People's Committees of communes or towns must make their lists  and notify them to communal-level People's Committees where there are concentrated isolation facilities in order to add to the list of voters to participate in the election in the polling stations where there are concentrated quarantine facilities”.

Ready to hold voting for cases under medical quarantine

Currently, election groups are rechecking the list of voters of the polling stations, making the list of voters who are now isolated at medical facilities and at home. Along with planning to prepare ballots and bring ballot boxes to concentrated isolation facilities, accommodations of voters, communes and wards will provide the voters with information on candidates. On the day of the election, election groups will bring ballot boxes and ballots to concentrated quarantine facilities or residence places of voters under quarantine or convenient places so that the voters cast ballots.

The above tasks must comply with the provisions of the law on election, and ensure Covid-19 prevention-control in accordance with the instructions of the Prime Minister, the guidance of the Ministry of Health and the local regulations. After the voters complete their voting, members of election groups must disinfect ballot boxes and bring them to the polling stations immediately.

Dr. Nguyen Hong Chuong, Director of provinciak Department of Health said: “In order to ensure the rights and interests of voters who are under quarantine for  Covid-19 prevention and control, the local government is responsible for disseminating measures against the pandemic among the voters. At the polling stations, there must be clear ways, corridors and specific instructions for the voters to participate in voting. They must also ensure distance when receiving ballots, recording and casting ballots; wear masks, wash hands before and after the vote ...; strictly comply with the instructions of the Prime Minister, the guidance of the Ministry of Health and local regulations measures against Covid-19 prevention and control "
