Clause 3 of Article 14 of Decree No. 86/2015/ND-CP dated September 10, 2014 of the government (Decree No. 86/2014/ND-CP) rules that from July 01, 2015 on fixing black boxes on cabs and container tractors in transportation services to monitor their journey. From July 15 on, the data of this device should be connected to information system of Directorate for Roads of Vietnam. On our investigation locally today (July 14), all the vehicles governed by the Decree have been equipped with black boxes.
More benefits
Currently in Binh Duong Province, 6 cab businesses with 825 vehicles and 98 trailer businesses with 775 vehicles are badged i.e. fulfilled with administrative procedures by legal regulations including the fixing of black boxes and data connection with Directorate for Roads of Vietnam.

To achieve this result, Binh Duong Provincial Department of Transportation has made continual documents calling on local transportation businesses to fix and upgrade black box device under QCVN:31/2014/BGTVT standards governed by Decree No. 86/2014/ND-CP as well as constructing and implementing traffic safety assurance process complied with specific business forms.
Mr. Nguyen Chi Hieu, Deputy Manager of Transportation under the Department said that the black box device is beneficial to both managing authority and the businesses thanks to its flexible allocation. All the vehicles of the transportation businesses have been equipped with the device with IPs and passwords connected to information system of Directorate for Roads of Vietnam to enable the monitoring of the vehicles’ journeys. Only two cab businesses are facing troubles with data transmission line. To be badged, an enterprise should ensure administrative procedures by the regulations including the supply of IPs and passwords to be connected to information system of Directorate for Roads of Vietnam.
“We have refused various applications for the badges although all the procedures have been fulfilled but the journey data to be connected to information system of Directorate for Roads of Vietnam. As the lack of such information is considered as the lack of the black box itself; and, thus, the requirements for the badges fail,” said Hieu.
Worries remain
As informed by the Directorate for Roads of Vietnam, by the beginning of June, averagely 71.59% of the vehicles have transmitted data to the directorate. By information analysis, the violation of speed regulations is popular. Ten localities of such violation as per 1,000km eye the highest violation times of 124,611 (averagely 18.44 times per 1,000 km). Twenty two out of sixty three provinces and cities have punished 2,049 cases of violation referring to journey monitoring devices while 22 provinces and cities have failed to do the same.
Le Duc Ha, M.A., the acting Manager of Unloading and Loading Machines of ICD Tan Cang Song Than Company Limited in Thuan An Town, recommended that the speeding vehicles within 1 to 3 minutes (necessarily for getting pass other vehicles on highways) should be ruled out from the violation, quoting the reality of transportation on highways in the face of competition among the transportation enterprises. Meantime, many enterprises gave feedbacks on maintenance fees against trailers which is unreasonable for non-motor compartment to container tractors which have already administered with maintenance fees.
