In order to further strengthen the interest in fire prevention and fighting, Binh Duong provincial Police has just held a conference to guide investors of industrial parks in the province to implement the provisions of the law on fire prevention and fighting; at the same time, implementing instructions on organizing activities of specialized fire prevention and fighting forces.

The grassroots fire prevention and fighting team exercise fire fighting and rescue according to the hypothetical situations
On December 7, 2021, the provincial People's Committee issued Official Letter No. 6318/UBND-NC on coordination in implementing regulations on fire prevention and fighting in industrial parks and clusters in Binh Duong province. Accordingly, investors of industrial parks operating in the province must urgently and proactively develop plans to overcome shortcomings, drawbacks and violations of regulations on fire prevention and fighting and rescue regarding the completion time before June 30, 2023.
In order to guide industrial park investors to implement the provisions of the law on fire prevention and fighting and rescue, on September 9, 2022, Binh Duong provincial Police issued Document No. PC07 requesting investors of industrial parks to report on the results of fire prevention and rescue in industrial parks. In addition, the provincial Police have guided investors of industrial parks in the area to implement the provisions of the law on fire prevention and fighting; at the same time, guiding the organization of activities of specialized fire prevention and fighting forces.
According to the report, the province currently has 27 operating industrial parks with 31 specialized fire prevention and fighting teams. Regarding the appraisal, approval and acceptance of fire prevention and fighting, currently 10 out 27 industrial parks have appraised and approved the design of fire prevention and fighting regarding the water supply system. Up to now, 23 out of 27 industrial parks with an area of more than 50 hectares have been equipped with fire trucks; 4 out of 27 industrial parks with an area of less than 50 hectares have been equipped with pumps according to regulations.
At the recent conference organized by the provincial police, Colonel Nguyen Thanh Diep - Deputy Director of the provincial Police, said that the coordinated inspection, reporting and assessment of the Fire Prevention and Rescue Police Department showed that many industrial park investors have not fully implemented the provisions of the law on fire prevention and fighting and rescue. Notably, the issue of investment and construction of technical infrastructure for fire prevention and fighting in the establishment and organization of activities of specialized fire prevention and fighting forces and a number of contents under the responsibility of the investor includes equipping fire fighting means for specialized forces, developing and exercising of fire fighting and rescue plans in industrial parks.
According to Colonel Nguyen Thanh Diep, the strengthening of fire prevention and fighting in industrial parks in the province and the role and responsibilities of industrial park investors have also gradually improved. Investors are interested in installing fire fighting water supply systems, establishing grassroots and specialized fire prevention and fighting teams, formulating fire fighting plans, equipping fire trucks and pumps. Many fires inside and outside the industrial park were actively handled by the grassroots fire prevention and fighting forces, specialized in industrial parks, and coordinated with the grassroots fire prevention and fighting forces at enterprises.
In order to fully comply with the provisions of the law on fire prevention and fighting in the operation of industrial parks, Colonel Nguyen Thanh Diep has proposed that 21 industrial parks have not yet approved the design nor accepted for fire prevention and fighting in the expeditiously conduct design appraisal and acceptance test on fire prevention and fighting in accordance with regulations. Compare with the regulations, the industrial park of investment in question must be equipped with fire trucks, pumps, and other means of fire fighting in accordance with regulations and must be regularly preserved, maintained, and guaranteed for 24/7 functionability. Owners of industrial parks must actively coordinate with the provincial Police Department of Fire Prevention, Rescue and Relief to exercise fire fighting and rescue plans according to regulations.
In addition, industrial parks need to consolidate the activities of specialized fire prevention and fighting forces to be ready to coordinate with police agencies to participate in fire fighting, rescue and relief when deployed not only in their own industrial park but also in support in other areas.
At the conference held on October 14, the provincial police carried out instructions on the steps of design appraisal, approval and acceptance of fire prevention and fighting for technical infrastructure works of the industrial park to establish a specialized fire prevention and fighting force, equip, manage, preserve and maintain means of fire prevention and fighting and rescue, and to guide the making of periodical reports on fire prevention and fighting to the state management agencies in charge of fire prevention and fighting.
The provincial Police Department of Fire Prevention and Fighting and Rescue has also guided the establishment, management and assurance of operating conditions of the specialized fire prevention and fighting forces, to organize activities of specialized fire prevention and fighting teams including being on duty to handle fire, explosion, incident and accident situations by motorized fire fighting vehicles, training and fostering professional fire prevention and fighting and rescue, to mobilize forces, vehicles and properties of specialized fire prevention and fighting forces to participate in fire prevention and fighting and rescue activities.
