Determining that vaccination against Covid-19 for the community is an active and effective Covid-19 prevention and control measure, over the past time, the province has made efforts to quickly and expeditiously implement vaccination drive against Covid-19. In which, the province has been proactive from the beginning with the issuance of a plan to inject 1 million doses of vaccine. The launching ceremony of vaccination and large-scale disinfecting spray have been carried out to prevent and control the Covid-19 epidemic in the province.
Simultaneously, the province has also developed a scenario to preserve, transport, distribute vaccines, and deploy vaccination to ensure fast, timely, safe and effective actions. Recently, the first doses of vaccines in the province have been administered to frontline forces fighting the epidemic. Vaccines are distributed according to the principles of fairness, equality, openness, transparency, flexibility and effectiveness. Recently, the Standing provincial Party Committee continued to direct the health sector to target at least 100,000 doses of Covid-19 vaccine per day by speeding up the vaccination schedule and injecting all vaccines according to regulations for the allocated target.
The Standing provincial Party Committee directs the health sector to step up direction, inspect and fully arrange the vaccination force and, at the same time, further socialize for businesses, units, and private medical facilities that are fully qualified for vaccination events. The Party Building Committees, the Party Personnel Committee, the Party Union and the socio-political organizations from the province to the grassroots should mobilize the forces of their agencies and units to join hands and contribute to support the forces and implement the plan. The best immediate task is to urgently join the health sector in the implementation of vaccination.
According to our records, the health sector is currently mobilizing the maximum number of forces to participate in vaccination including State and private healthcare by organizing fixed injection locations and many mobile vaccination sites in residential areas. Each commune, ward and township has deployed fixed injection locations and injection sites at public and private health facilities. The professional staffs of a mobile injection team include 1 doctor to screen, 1 nurse to perform injections, and 1 member to check information on screening and to support the doctor in screening and post-injection monitoring. Vaccination teams should arrange full-time staffs throughout the duration of the vaccination campaign with no limit to the number of people vaccinated in each injection session to maximize the capacity of vaccination sites and injection time can last after 18:00 hours.
We were present at the injection site of Hoan My Van Phuc Hospital in the morning of August 4. This injection site organized 3 injection and 3 examination desks. In the past 3 days, the hospital has organized vaccinations at the request of Thu Dau Mot city Medical Center on the basis of the previously made list. In order to quickly enter the information of the vaccinated person, the hospital guided people to perform the injection consent form and the screening form on the basis of electronic or paper health records. Based on the expected number of people injecting, the injection time, it was to notify the specific time to the people going to inject in order to ensure a safe distance to prevent and control the epidemic.
Meanwhile, talking to us, Mr. Do Xuan Duong, Director of VNCV Binh Duong Immunization Center said that the center is currently implementing a vaccination plan for the provincial Center for Disease Control. Accordingly, the center will organize 7 vaccination sites mostly in industrial parks and businesses for workers and people in the "red zones" of the Covid-19 epidemic such as: Viet Huong Industrial Park at Binh Hoa ward in Thuan An city, Thai Binh Shoes in Di An city etc. The expected number of injections per day is about 8,000 - 10,000 injections. The center is expected to complete the assigned plan in 5 days.
Accelerated implementation
According to information from the health sector, currently 9 districts, towns and cities in the province are rushing to speed up the vaccination schedule. All 91 communes, wards and towns in the province have established injection stations. In the areas of quarantine and medical isolation, local authorities based on the number of people are to arrange fixed or mobile vaccination sites accordingly by avoiding people moving to different areas when they are in quarantine to participate in vaccinations while promoting the application of an electronic health record platform to manage and track vaccination progress.
Although localities have to put all their efforts to fight the epidemic and promote vaccination to complete according to the set plan, vaccination safety is always the top priority at the injection sites. As noted by reporters on August 4, the injection sites all arranged medical declaration, screening, and post-injection health monitoring areas. In particular, each injection site has set up a mobile emergency team and an on-site emergency room with full equipment and drugs for emergency use in case of need. In order to ensure close contact in the process of receiving health information of people who are vaccinated against Covid-19, medical facilities provide hotline phone numbers for injectors to contact if they have problems with their health after vaccination. This activity aims to promptly handle situations and easily update and monitor the health of vaccination cases. In addition to the vaccine source allocated by Ministry of Health, the provincial Business Federation also asked the provincial People's Committee to allow participation in the "Pilot Program of Nano Covax Vaccine Phase 3". On that basis, the provincial People's Committee has asked Ministry of Health to support and allow the provincial Business Federation to register to participate in the program for 200,000 volunteers who are employees and workers of associations and member businesses operating in the province. Along with that, there are currently 250 employees of Vietnam Vaccine Joint Stock Company (VNVC) - Ho Chi Minh City branch participating in supporting Binh Duong's large-scale vaccination campaign.
