Good results of incentive policies to attract human resources

Binh Duong has implemented incentive policies to attract talents to the province. Besides, the province also supports training and retraining to improve the quality of human resources in general. Particularly, education - training sector, thanks to this right policy, has attracted many officials and lecturers with high academic titles and degrees, meeting the requirements of human resource training for the province and region.

Incentive policies

At the end of July, Provincial People's Council issued Resolution No. 05/2019 stipulating policies on attraction, training, and fostering support to improve the quality of human resources in Binh Duong province. This resolution replaces the previously issued resolution. Among the beneficiaries are officials, civil servants, and education-training officials. For training and retraining support, the province has policies to support postgraduate training for public servants and officials of high schools, province-level continuing education centers, district-level vocational - continuing education centers, public vocational training institutions; doctoral degree training for officials of Thu Dau Mot University. Depending on the form of training, learners are supported in tuition, costs as prescribed.

In addition to personnel sent by their unit for training, the province also has incentive policies to encourage self-training. Besides, the province also has policies to support training abroad, including full training abroad; support expenses for overseas training courses with domestic study time; expenses for training courses affiliated with foreign countries; scholarship system. Ms. Dang Nguyen My Uyen, an English teacher of Hung Vuong Gifted High School (Thu Dau Mot City), who was sent by the province for a PhD program in the United States, is an example. In addition to a full scholarship, she also receives a monthly allowance of $1,200. Thanks to the right policies, the province is getting more and more high-quality human resources.

To attract talented people to Thu Dau Mot University

Along with supporting training and retraining within the country and abroad, the province also has policies to attract human resources. Thu Dau Mot University is one of the units implementing policies on attracting talented people. According to Resolution No. 05 of Provincial People's Council issued on 31 Jul 2019, incentive of attracting professors is VND 300 million, associate professors: VND 250 million, PhD - main lecturers VND 200 million, and doctors VND 180 million. Assoc. Prof. Dr. Nguyen Van Hiep, Chairman of the University Council, said that the university paid much attention to building and improving the quality of teaching staff, because this was the most important factor to build scientific and training potentials, to form a leadership system, functional units, and organize training and scientific research activities.

Accordingly, the university advised provincial leadership to stipulate incentive policies to attract people with high academic degrees such as: PhD - main lecturers, doctorates, masters; civil servants and officials of the province with doctorates and masters degrees graduated from good or higher result, are working outside the education and training sector, and wish to transfer to Thu Dau Mot University to become lecturers. Regarding preferential policies, allowance regime for people outside the province, people in the province, depending on each academic title or degree, the province has different incentive policies. Depending on the demands, every year the university develops a list of professions and academic titles and submits to Provincial People's Committee for consideration.

In the last 10 years, Thu Dau Mot University has attracted more than 300 officials and teachers, including 5 associate professors, 44 doctors, and 240 masters, with a budget of nearly VND 30 billion. Up to now, this university's staff has met the requirements in training and scientific research. In the coming time, the university will continue to implement incentives policies to attract highly qualified managers and researchers based on key positions and necessary industries. One of the teachers, who came to this university under provincial incentive policies, is Dr. Nguyen Thi Lien Thuong, who is currently Director of the University's Center for Experimental Research. Since 2012, she has made contributions to the development of this university. Her center is focal point of technology transfer of the university to businesses.
