Since there was the outbreak of Covid-19 pandemic in the locality, the whole lodging facility has raised awareness of pandemic prevention and control. The "5K" message, no strangers entering the lodging facility... are the regulations set out and strictly enforced by the lodging facility. According to people staying at the lodging facility, they sometimes feel cramped and uncomfortable because of the small space of lodging rooms. According to Truong Thi Thu Hien, Secretary of Phu Cuong ward’s Party Committee, the whole ward has so far built 12 "green lodging facilities” and 87 "green zones". These are the "green cores" for the ward to expand the "green zone" in the near future.

Especially, the ward has organized an emulation movement to expand the "green zone", aiming to raise people's awareness in protecting the “green zone”. With the motto of "blooming in pandemic-hit area", 14 quarters in the ward have promoted the emulation movement in establishing, expanding, and strictly managing the "green zone", encouraging the implementation of effective models in the spirit of mobilizing and coordinating with existing forces to build the "green zone".
In response to the emulation movement, the ward’s quarters have simultaneously hung the "green zone" signboard, built self-managing groups to protect the "green zone". In the "green zones", self-management groups have complied with the city’s People’s Committee’s regulations on the "green zone” management. Specifically, outsider are not allowed to enter the protected "green zone", except for those performing official duties certified by competent authorities. Relatives returning from areas outside of the city must make medical declarations and comply with regulations on pandemic prevention and control. The activities of people in the "green zone" must absolutely comply with the "5K" message of the Ministry of Health. All goods transactions of the people in the “green” zone must be done at checkpoints. The self-management teams actively support households with members isolated at home and other disadvantaged households; closely monitor the health situation of each household in the "green zone", promptly notify local authorities in case of emergency. People do not go out of the "green zone" unless necessary. All households in the "green zone" have the responsibility of being vigilant, detecting and assisting in opportunely preventing cases of illegal intrusion into the zone. According to statistics, Phu Cuong ward now has 12 out of 14 quarters with Covid-19 cases, accounting for nearly 86% of total. There are 7 very high-risk quarters, 5 high- risk quarters and 2 safe quarters. Among the 96 groups, there are 38 “red” groups, 22 “orange” groups, 25 “yellow” groups and 11 “green” groups.
