Handing in documents on rental support for employees: Businesses "sprint", the government works up to 24 o’clock

Today (August 15) is the deadline to submit rental support applications for employees under the Prime Minister’s Decision No. 08/2022/QD-TTg. On August 13 and 14, units, enterprises and employees gathered at the Divisions of Labor - Invalids and Social Affairs (DoLISA) of districts, towns and cities to submit dossiers in a very large volume. The province plans to arrange staff to work and receive dossiers until 24 o’clock of August 15 to ensure the receipt of all dossiers of enterprises and employees.

Enterprises "sprint"

On August 13 and 14, hundreds of units, businesses and employees in the province "sprinted", urgently completing documents to support rental charges for employees. At all 9 working offices of the Divisions of Labour, Invalids and Social Affairs in districts, towns and cities, the number of people pouring in was very large and there was no sign of reduction in late August 14. The People's Committees of districts, towns and cities increased human resources and equipment to ensure quick and easy reception during the day. The reception and processing of documents were done quickly by staff of the divisions, ensuring compliance with regulations. Many enterprises were instructed by staff of the divisions to adjust and supplement dossiers in a timely manner.

Thuan An city is a locality with a large number of applications received in the past 2 days. At the Division of Labor, War Invalids and Social Affairs of Thuan An city, even though it was Saturday, enterprises that came to submit their applications were very crowded, and the whole office was full... As noted by reporters, on August 13, about 200 enterprises went to the city’s Division of Labor, War Invalids and Social Affairs to submit documents on rental support for employees. Most enterprises and employees who come to submit their documents were cases of being wrong or missing records for adjustment and supplement while some others submitted new documents. Previously, the People's Committee of Thuan An city arranged 15 computers, dispatched 50 civil servants in some departments, and teachers of schools to assist the tasks of receiving and processing dossiers for enterprises and employees.

Nguyen Van Nam, Head of Thuan An city’s Department of Labour, Invalids and Social Affairs said: “These days, units and enterprises focus on submitting applications in a very large number, creating pressure on the sector, due to insufficient resources for performance. Over the past 2 months, officers of the division and the city's civil servants increased and actively worked up to 8pm every day to handle dossiers for enterprises and employees. In the last days, the intensity of work increased. Officials and employees of the division had to work up to 10 pm everyday to ensure that all applications from enterprises were handled in order to well implement the support policy of the Prime Minister for workers”.

Nguyen Thi Ngoc Thanh, from the administrative department of Nguyen Phuc Mechanical Joint Stock Company in Thuan An city’s Binh Chuan ward said: “The company handed in documents from the beginning of the week, but due to information errors, lack of information, papers, we should take advantage of the last days to adjust, complete procedures, ensuring employees’ interests and rights. The staff here were very enthusiastic, so I was very satisfied.”

Meanwhile, in Tan Uyen town, in the past, enterprises did not send documents. And they were concentrated in the last days, so the locality had to put all its forces to solve. Nguyen Thi Kim Nguyen, Vice-Chairwoman of Tan Uyen town’s People's Committee said that in order to deal with a large number of documents, staff directly guiding the settlement must work continuously, not to let employees face disadvantages.

Payment progress still slow

Pham Van Tuyen, Deputy Director of provincial Department of Labor, War Invalids and Social Affairs said that in recent days, the number of enterprises and units has submitted documents to the local People's Committees through the Divisions of Labour, Invalids and Social Affairs was very large. Localities and units have promptly arranged personnel who are knowledgeable about the provisions of the Decision No. 08/2022/QD-TTg to receive dossiers and guide enterprises to opportunely adjust and supplement dossiers so that they can submit their dossiers on time. Provincial Department of Labor, War Invalids and Social Affairs has also issued a written notice to urge enterprises that the time to receive dossiers was about to expire so that they need to quickly submit dossiers to localities.

Binh Duong is an industrial province, attracting a large number of immigrants and currently has about 1.2 million workers. Accordingly, the total estimated cost of the rental support package for employees is more than VND 1.3 trillion. Statistics from provincial Department of Labor, War Invalids and Social Affairs showed that as of August 10, the whole province disbursed more than VND84 billion in rental support for 163,600 workers from 1,019 enterprises. Among the 163,600 employees supported, there are 158,186 working for 699 enterprises and 5,414 returning to the labor market. Thus, with the above disbursed amount, the province has just reached over 6% of the total estimated expenditure. In addition, the People's Committees of districts, towns and cities have appraised and approved more than VND 503 billion in rental support for more than 793,200 employees from 5,359 enterprises.

Thuan An city is expected to spend about VND391 billion on rental support for 237,000 employees participating in social insurance at 4,831 enterprises. The city’s Division of Labor, War Invalids and Social Affairs advised the city’s People's Committee on approving and supporting more than VND 130 billion for 110,000 employees from 1,900 enterprises.

The current difficulty of the province is that the number of employees who have confirmed their participation in social insurance has only reached about 70.6% of the total number of employees estimated for rental support while the application deadline is only one day (August 15, 2022). Over the past time, provincial People's Committee has directed and urged departments and agencies to strengthen propagandize the implementation of the support package to employers and employees across the province in many forms. In order to create favorable conditions for employees to benefit from the policy, provincial People's Committee proposed the Ministry of Labor, War Invalids and Social Affairs to propose the Prime Minister to extend the application deadline, ensuring better implementation of the rental support policy for workers.

According to a report by provincial Department of Labour, Invalids and Social Affairs, Social Insurance, on August 13 and 14, the number of enterprises, employees coming to apply for rental support doubled, even on Sunday afternoon (August 14), it increased 3 times compared to weekdays. These are the days of "sprinting", so the city must focus its forces to work overtime, both Saturday and Sunday to urgently receive applications.

Currently, coordination from the local police agency to treasury, social insurance is very good. The forms of enterprises when submitted are wrong, not standard, so it takes time to edit them. For example, the submitted application does not specify the account name, but only the account number, which should prolong the review time.

The company has so far fulfilled the first phase of handing in dossiers and today it continues adding the remaining dossiers. Last month, the company propagandized this policy to employees, but at the end of the week, employees only completed their dossiers, which led to a delay. But, the company has still tried to implement this task because this is a policy that not only bears humanity, is but also a driving force for employees to return to factories, helping enterprises recover and develop after the Covid-19 pandemic.

Localities receive applications until 24 o'clock on August 15.
In order to well implement of the Prime Minister’s support policy to employees, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee has requested provincial Social Insurance, the People's Committees of districts, towns and cities to strengthen human resources, arrange personnel to work on Saturday and Sunday (August 13 and 14) to receive and process dossiers for units, enterprises and employees. He has also requested relevant localities, units and departments to receive dossiers of enterprises and employees until 24 o’clock on August 15. For units and individuals that do not cooperate, causing difficulties in confirming employees’ applications, they will be strictly handled under regulations. In case of being delayed, heads of relevant departments, agencies, sectors and localities must take responsibility before provincial People's Committee Chairman.
