It is necessary to implement three measures to sustainably reduce poverty, supporting effective use of capital, improving infrastructure, providing vocational training and local jobs.
VOVNews interviewed Le Ngoc Son, Deputy Director of the Tuyen Quang provincial Department of Labour, Invalids and Social Affairs.
Reporter: What has Tuyen Quang province achieved under the National Target Programme for Poverty Reduction 2006-2010?
Mr Son: We worked with provincial leaders and relevant agencies to develop our own poverty reduction programme for the whole province. With support from authorities, the programme was efficiently carried out in the communes.
The proportion of poor households was reduced from 35.6 percent in 2006 to below 15 percent in 2010. A wide range of measures were used, including providing loans for more than 140,700 poor people and training courses for all poor households. In addition, all poor households received support to buy healthcare insurance and house construction and repair works were financed for more than 12,000 families. Furthermore, young people were provided with vocational training courses and sent to work at industrial zones in the province.
Also, thanks to the Central Poverty Reduction Programme, the province has helped 300 poor families to raise buffaloes.
Reporter: The Government is preparing the National Target Programme for Poverty Reduction for the 2010-2015 period with new poverty standards. How will this change influence the provincial poverty reduction programme?
Mr Son: We agree with new the standards because they are adjusted to the conditions of the new period. We will decide how to define a poor household on an equal and democratic basis.
The provincial executive board has instructed relevant agencies to obtain accurate numbers of poor households. According to the new standards, the rate in the province is 34.83 percent.
The department will work with relevant agencies to develop its own poverty reduction programme and propose specific measures, focusing especially on sustainable ones.
Reporter: The 2011-2015 programme is said to focus on the most disadvantaged people and propose measures based on the real demand. What measures will the province devise to respond to the conditions of a mountainous area with a large number of ethnic minority people?
Mr Son: The province has 63,000 poor families so we must identify the causes of poverty. I think that three things must be done. First is capital. Relevant agencies should create the best conditions for local people to use capital effectively. Therefore, they should provide training courses for poor people, to teach them skills from planning to using capital.
Second is infrastructure. Remote areas must have roads and suitable varieties of plants and animals. For example, Phuoc Son village in Chiem Hoa district used to be a very poor commune but now they have escaped poverty and became wealthy thanks to planting nuts.
Third is generating jobs on the spot. We realized that we can help local people escape poverty with what we already have. We provided them with vocational training courses and created jobs in our province.
