Attempts to reduce stigma and discrimination
One of the three important goals this month of action is to reduce stigma and discrimination against people living with HIV / AIDS and to increase family and social support. HIV / AIDS-infected people and the responsibility of HIV / AIDS-infected people to their families and society, especially in the prevention of HIV transmission and participation in HIV / AIDS prevention and control activities.
Despite the encouraging results, the HIV / AIDS prevention and control activities in the province in the past time still have some difficulties, including the problem of stigma and discrimination People with HIV / AIDS. According to the provincial Centers for HIV / AIDS Prevention and Control, the rate of stigma against HIV / AIDS sufferers among health workers and the community remains high. As a result of stigma and discrimination, people living with HIV are either unemployed or forced to change jobs, change their homes, and struggle to make ends meet. Even in the family, people living with HIV / AIDS are also deprived of their family members; they are ostracized by the community, lose their jobs and assets; lack of care and support, even violence ... "HIV infected people have a long healthy time so they can still contribute to their family and society. When stigmatized and discriminated against, HIV-infected people are isolated, not working, are not cared for and so HIV-infected people can die prematurely due to lack of care left behind by spouses, orphans, elderly parents etc. increase the impact of HIV / AIDS on the family, the socio-economic of the country. Many HIV positive people are very effective communicators, so they lose an effective force in AIDS prevention. The achievements
Over the past years, HIV / AIDS prevention and control in the province has achieved encouraging results. Prior to 2018, HIV / AIDS prevention and control activities in the province mainly focus on four projects: communication, harm reduction intervention - epidemiological surveillance, care, treatment and capacity building. the system. In order to reach the target 90-90-90 that the Government of Vietnam has committed to the international community, since 2018, HIV / AIDS prevention activities mainly focus on achieving the above three targets. Including: 90% of HIV infected people know their HIV status; 90% of people diagnosed with HIV receive ART; Ninety percent of HIV-infected people with ARV have viral loads below the transmission threshold.
According to data from the provincial Centers for HIV / AIDS Prevention and Control, before the year 2010, about 200 HIV infected people in Binh Duong Province are Binh Duong. From 2010 to now, the average annual detection of about 120 to 130 new infections are Binh Duong. Thereby, the HIV / AIDS epidemic in recent years has shown signs of slowing down. This partly reflects the level of investment, interest of all levels in the prevention of HIV / AIDS. In 2009, Binh Duong had only one outpatient clinic at the Provincial General Hospital. In June 2017, additional outpatient clinics were opened in Thu Dau Mot, Tan Uyen, Phu Giao and Dau Tieng districts. By the beginning of 2018, there will be an additional facility for ARV treatment at Phu Hoa Prison. Thus, within 10 years (from 2009-2018), the number of outpatient clinics has increased 10 times, the number of patients access to ARV treatment program also increased 11 times compared to 2009.
In the early years of ARV treatment, due to the limited resources available, patients must have certain criteria to be included in ARV treatment. The good news is that nowadays, when patients with HIV positive assays receive immediate antiretroviral treatment. This has contributed positively to reducing the "loss" of patients. Over the past years, Binh Duong has gained many achievements in HIV / AIDS prevention and control. However, in order to achieve the target of 90-90-90 by 2020, HIV / AIDS prevention and control in the area in the coming time will require stronger action.
