On implementing national pivotal program of new rural construction, communes in Binh Duong Province have rapidly changed. Traffic system and public constructions have been synchronously constructed and upgraded; people’s livehood has been dramatically improved.
Changes of traffic system
Bach Dang Commune of Tan Uyen Town is one of the first two towns in Binh Duong Province to be certified as new rural commune. Visiting Bach Dang Commune, we have recently travelled to concrete roads replacing the previously flodding ones. This was thanks to great contribution of local people. Vo Thi Bao Xuyen, the Deputy Chair of Bach Dang Commune People’s Committee informed that to maintain and improve quality of the new rural criteria, the commune has promoted movements of public unity in building up new rural areas. The locality was determined to better the criteria for the modernity and sustainability of agriculture and rural development.
“We believe that Bach Dang will be strongly developed by the general efforts of local Party Committee and authority,” said Xuyen.
According to Tan Uyen Town leadership, the 5-year implementation of new rural area construction, the town eyed construction and upgrade of 58 roads covering 84km. the town has particularly concentrated on improving people’s livehood in rural areas. Accordingly, ratio of poor households under provincial criteria in the communes of constructed new rural areas has declined to 0.37%.

The implementation of new rural area construction has contributed to great transformation of a purely rural district out of Dau Tieng. The outstanding results in 5 years are that the district has constructed 57 works and 159 roads covering over 198km. Up to date, the communes of Minh Tan, Minh Hoa, Long Hoa, Thanh Tuyen, and Dinh An have been certified with new rural area criteria adding to 4 communes standardized as new rural areas in 2013 and 2014. According to Dau Tieng District leadership, good construction of new rural areas has contributed to reduce ratio of poor households of the district to 0.9% by provincial criteria.
Mr. Nguyen Xuan Thuan, a local of Long Hoa Commune in Dau Tieng District informed that local people have been delight at the decisions on new rural area construction by which they have approved and joined up with the State to carry out the criteria of new rural areas. The traffic system improvement is visible with expansion and upgrade of roads.
To fulfill new rural area construction at the soonest
From 2016 to 2020, the national program of new rural area construction will be promoted in Binh Duong Province to follow the general targets that the 10th provincial Party Congress has proposed in its resolution for 2015-2020 tenure. Accordingly, Binh Duong Province is aiming for all of the communes to be standardized by new rural area construction while improving quality of the criteria of such qualified communes. Particularly, in 2016, six communes and one district will be qualified for new rural area criteria while other communes will gain one to three criteria a year. It is expected that the new rural area construction program from 2016 to 2020 of the province is financed nearly VND 11,262 billion. To gain this, Binh Duong Province will focus on promoting general power in implementing new rural area construction program.
The results gained by Binh Duong Province in new rual area construction are encouraging. However, the steering board for national pivotal program of new rural area construction asserted that drawbacks remain in the process of new rural area construction as the propaganda has not been flexible enough to be combined with other activities and movements in the locality. The method of propaganda has not reflected the orientation, principles, and mottos of the program. Besides, majority of the communal officials have not been trained professionally, troubling the consultancy units in carrying out plans that match the reality of socio-economic development locally.
Nguyen Tan Binh, the Deputy Head of the steering board of national pivotal program of new rural area construction cum Director of Department of Agriculture and Rural Development put it that new rural area construction is a long-term process, making it impossible to maximize the forces at once. Thus, the State and the public should be negotiating to agree upon completion of prioritized constructions and projects while deploying projects for agreements and contribution of the public to fulfill the targets.
“Of the utmost, new rural area construction progress should have the public at its core. To be more specific, the constructions, especially traffic constructions, should be publicly announced for acknowledgement, doing, inspection, and benefits of the public,” said Binh.
